SPAK has requested the suspension of the investigation into 6 episodes of abuse of office against former Kavaja mayor Elvis Roshi - due to the statute of limitations on the criminal offense. However, the former Kavaja mayor will not escape criminal prosecution as he is accused by SPAK of 5 other episodes of abuse of office.
The case is in the preliminary hearing phase, while the next hearing will be held on April 28. The investigation against the former mayor came after a report made by the Supreme State Audit Office for irregularities in tenders during his period at the head of the Municipality of Kavaja.
Roshi was reported 10 years ago to the Kavaja Prosecutor's Office by the Albanian Supreme Audit Institution in September 2015, where, together with 10 other officials, he was suspected of causing economic damage of 33 million lek with tenders for the reconstruction of the city center and the construction of several roads.
The violations were discovered after an audit conducted in the Municipality of Kavaja for the period January 2013-December 2014. The list of violations included 12 tenders, mainly for the reconstruction of the city center, several connecting roads and the planting of decorative trees. In two cases, the SAI accused the Municipality of Kavaja of following double standards in evaluating tender participants, disqualifying the operator with the lowest bid.
For 3 other tenders, it was found that the bidder with the lowest price was unfairly disqualified as a result of the incorrect calculation of the bid. The case then went to the Durrës Prosecutor's Office which requested to close it, but a decision by the GJKKO last year ordered an investigation of the file by SPAK.
On May 17, 2025, SPAK seized Roshi's cell phone and conducted personal searches under suspicion of corruption in the May 11 elections, while he was campaigning for his cousin Elton Roshi in Kavaja, who was running for Sali Berisha's PD-ADSHM.
