SHOCKING scheme discovered by the Tirana Prosecution Office, how ASTHMA
Former head of the Compulsory Health Insurance Fund, Spartak Zekja

Spartak Zekja , the former head of the Mandatory Health Insurance Fund who was removed from this post only almost a month ago, has been arrested after being accused of being involved in a fraud scheme with reimbursable medicines used to treat chronic respiratory diseases.

It seems that this was the reason for Zekja's removal from the post of head of FSDKSH, on September 23, 2025, and the Ministry of Health appointed Arti Papajani in his place.

Zekja, along with 3 FSDKSH officials, the administrator of a pharmaceutical company, and two pharmacy owners, are accused of falsifying documents by creating fictitious inventories of drugs worth over 700 thousand euros in order to benefit from reimbursement funds from FSDKSH .

As part of the investigation into criminal proceedings no. 4472, of 2025, of the Tirana Prosecutor's Office, the administrator of the pharmaceutical company "CFO Pharma" Frigul Milla has also been declared wanted. In the investigation of the Tirana Prosecutor's Office, 3 FSDKSH officials and two pharmacy owners are also at large.

According to the prosecution, Firgul Milla, administrator of the entity "CFO Pharma", through his actions, used the two entities "Pharma Plus" and "Nedix Albania" and their administrators for profit purposes, by presenting false data as if he had purchased from these entities medications that "Nedix Albania" and "Pharma Plus" had created in their inventory statuses in the "edepo" system (Digital Service) by falsifying the respective inventory as well as the purchase invoices.

These actions have allowed both entities to have the ability to sell the medications "Foster" and "Trimbow" to the entity "CFO Pharma".

Asthma Medications

"Foster" and "Trimbow" are two medications used to treat chronic respiratory diseases, such as bronchial asthma and Chronic Obstructive Pulmonary Disease (COPD).

The investigations began after a complaint by citizen Ilir Shehu , administrator of the entity "Medicamenta", which is an exclusive pharmaceutical importer licensed and contracted with the Mandatory Health Insurance Fund, for the reimbursement of several medicines.

He reported that he is aware of the fact that the entity "CFO Pharma" and the entities "Pharma Plus" and "Medix Albania" in collaboration with public servants of the Health Insurance Fund carry out illegal activities consisting of fictitious actions of sale and purchase of "Foster" and "Trimbow" products and as a result of these fictitious actions/inventories benefit from FSDKSH reimbursement funds in considerable monetary amounts.

" From the data published by the Fund on drug consumption, the data of the import and sales declarant, but especially from the data in the statistics directorate at the Fund, an organized scheme was found with the aim of corruptly benefiting from reimbursement funds in very large amounts.

"At the center of this organized scheme is the pharmaceutical distributor "CFO Pharma" in collaboration with FSDKSH officials, " the prosecution informs.

The distributors "Pharma Plus" and "Medix Albania" are distributors established "de facto" by the owner of "CFO Pharma", who have signed a contract with FSDKSH where they have declared fictitious figures for the initial inventory status, with the aim of later fictitious sales to "CFO Pharma" and then to the pharmacy.

The entity “Pharma Plus” has declared 2000 boxes of “Foster” and 1107 boxes of “Trimbow” worth 10 million new lekë, without any purchase. The entity “Medix Albania” has declared 4000 boxes of “Foster” and 11 500 boxes of “Trimbow”, worth 60 million lekë, without any purchase.

The fact of the approval of these fictitious inventories and the conclusion of contracts with these entities by FSDKSH officials clearly indicates the involvement of Fund officials as part of this scheme.

"The fictitious sales of "Pharma Plus" and "Medix Albania" were made to "CFO Pharma", which issued fictitious invoices to several pharmacies," the Tirana prosecutor's office informed today.
