Scandal/ 20 million euros spent to... "flood" thousands of families in
Floods in Durres

Fiks Fare traveled for the umpteenth time to Durrës, to some of the neighborhoods that have been under water for hours on end.

History repeats itself every time heavy rain falls in the country, causing canals to overflow and the presence of rainwater, but also sewage, in the homes of hundreds of thousands of families.

The last two floods in Durrës, which occurred in January 2025 and January 2026, seem to be a disaster with both nature and humans, especially state officials, responsible. Nature does not forgive you if you build in swamps, near river beds or the sea. Human because state structures, which should have taken timely and continuous measures, have not intervened to eliminate these risks.

The scandal deepens further, especially in Durrës and its surroundings, because the state itself has spent tens of millions of euros to build works that would withstand floods. The reality is completely different, as the investigative show's camera went to dozens of families in the area of the former Këneta and Spitalla in recent days.

The Fiks Fare group brought cases of flooded families, with residents unable to enter their homes even with boots. One of them says that it has been flooding for 5 years and her family has never received compensation.

"They told us we'd get it this year, but I have no hope," says the woman. Meanwhile, water has penetrated every corner of the apartment, with all the furniture and electrical appliances underwater.

The same situation is throughout the area, as the words of the residents are only repeated and repeated and no action has ever been taken. Fiks Fare has denounced at various times the confrontation of these thousands of residents, who in the summer lived amidst the heavy smell of sewage and in the winter under the power of water.

In the Porto Romano area of Durrës, a Hydrovor was built, which has been put into operation. But, yesterday and today, the entire area that should have been "cleaned" by this work was flooded, although a full 20 million euros had been invested. In June 2024, the Municipality of Durrës put the Hydrovor into operation. Investments were made in sewerage and in this work, but the problem still remained, as the residents of Spitalla and the former Këneta were not only flooded at the beginning of 2025, but were flooded again yesterday.

Fiksi has researched dozens of documents in the investigations of June 2024 and February 2025, which show that from 2021 onwards, millions and millions of euros have been spent. Initially, around 900 thousand euros were spent on several canals, while later a large tender was opened, worth a total of 20 million euros. Then other millions for additional works, all for the Hidrovor in Porto Romano.

Last year, the Municipality of Durrës told "Fiks Fare" that Hidrovori was in the testing phase. What was the problem this year?! Last year they said it was the heaviest rain in the last 10 years, but this year?

Fiksi warned when the construction of the new dam began that Durrës would flood again. The new dam in Porto Romano was built at a greater distance than the old one. The water now has a longer path to travel. Even the canal that was opened to bring the water to the new dam must pass through more territory. Did the designers, builders and financiers of this work take this into account?!

In addition to Durrës, there was also flooding in Kavajë. The Fiks Fare group traveled to the Qerret area, to a family with 5 children and a disabled head of household. This family had been under the power of the water for many hours. The lady of the house said that she had called and complained about the situation in the Municipality of Kavajë. "I called the mayor and the deputy mayor to get a solution, but we didn't get any answer. We have nowhere to sleep," she says.

After the complaint, Fiks Fare journalists contacted the Municipality of Kavaja, asking them to take measures to provide housing for the family. The Deputy Mayor of Kavaja, Genci Gjyshemi, said that he would send the family to a hotel and then to social housing. A few hours after Fiks Fare's interest, the family was sheltered in a hotel in the Qerret area.
