How the criminal 'career' of the Çopja brothers began: From the
Hajdar Chopja

SPAK has given the details regarding the 33 arrest warrants issued to investigate some criminal events in the country over the years. SPAK announces that the object of the investigation was the criminal activity of an organization based in Elbasan and led by the brothers Florenc and Hajdar Çopja.

Investigations have proven that this criminal organization stands out for its particular degree of structuring, stability, duration, intent to commit certain criminal offenses and its financial strength.

It is suspected that the criminal activity of the two brothers dates back to the years 2006-2007, where they initially carried out the criminal activity in Italy by distributing small amounts of cocaine. Over the years, they became very empowered by the sale and trafficking of drugs, where from Italy they extended/expanded their criminal activity to other countries in Europe and beyond.

Also, over the years their economic potential increased and consequently their position in relation to other groups changed as they established contacts which then gave them the opportunity to establish direct links with important exponents of the narcotics traffic. .

In order to dominate the market and establish their hegemony over other groups, this criminal organization in 2018 began to eliminate opponents (through paid murders), who had an important role in drug trafficking in Europe and beyond.

The loss of 50 kg of cocaine in England

The first clash started in the United Kingdom, after the loss of 50 kilograms of cocaine by Endrit Alibej, otherwise known as "Tarzani". After the latter did not answer for the 50 kilograms of cocaine, which in the market can reach the value of 500 thousand euros, the preparation of the assassination against him began.

The massacre of Bradashes

And on December 29, 2018, three people were shot dead in Bradashesh, among them Endrit Alibej. In addition to the 34-year-old, Arben Dylgjeri, uncle of 'Tarzan', and Turkish citizen Erdal Duranay also lost their lives in this attack. The three had just returned from Belgium to celebrate the arrival of the New Year 2019, but did not make it that day. Just three days before the end of the year holiday, Kalashnikov bullets fell on them and in front of the women and children, they died, without even being able to go to the hospital.

The murder of Endri Alibej (known exponent in cocaine trafficking) was followed by the ordering of the murders of several relatives of the citizen Endri Alibej.

A year later, in the month of December, in 2019, another 'captive' of 'Tarzan' was executed. This time it was the son of Endri Alibej's aunt, Andi Zylyfi, who had recently returned from emigration. Although he had no criminal record, Zylyfi was killed in the village of Përparim on the national road Elbasan-Peqin, while he was in the car with Ardit Uruçin, his friend who fortunately escaped this assassination attempt.

Just seven months later, another victim came. At midnight on July 1, Klevi and Aldo Baho, known as "Sakati", brothers were shot with bullets and one of them died. Klevi was killed, while Aldo was seriously injured, but is alive today.

A day after this assassination, RENEA landed in Elbasan where, after a gas station in the name of businessman Ilir Beko, she found an arsenal of sophisticated weapons. Most of the weapons were modern and belonging to French and Belgian production, weapons used by the armies of NATO countries, 7 Kalashnikovs and a double shotgun, modern snipers and 5 pistols with silencers.

It was in this gas station, where the weapon depot was also found, that members of this criminal group of Čopja stayed from time to time.

The events in Peqin seemed to fall into silence, perhaps the lack of weaponry, perhaps the fact that the group had already received the price of the lost cocaine...

The robbery of Rinas

But, on April 9, 2019, their hand came to take the stage again. This time the robbery took place at Rinas Airport, where 10 million euros were taken and Admir Murataj was killed in a clash with the authorities.

Talo Çela and Nuredin Dumani cooperated in this robbery, but close friends also shared this money.

The two hatched the assassination plan to kill the two Haxhia brothers, Viktor and Besmir, who were executed inside their car, very close to their business in Saint Vlash of Durrës. Altin Ndoci and Klevis Alla were put in handcuffs as executioners, and the latter unraveled the whole murder, and even showed the place where they had hidden the weapons of crime.

The connection with the Chopja group in this murder was made when Ndoci himself admitted everything.

"The murder happened for the money stolen in Rinas, Talo Çela and Nuredin Dumani organized everything. A part of the money robbed in Rinas was left to the Haxhia brothers. Çela went to ask them afterwards, but they justified themselves and said that they had been robbed at the same time that their service was also robbed. Then they killed them", said Ndoci when he "disintegrated".

Even the confession of Klevis Alla, one of the perpetrators who participated in the execution of the two Haxhia brothers and in the murder of Dorjan Shkoza and Anxhelo Avdisa, opened the unsolved files about the criminal events and assassinations committed in Elbasan. In the file, the names of Alla's and Ndoc's collaborators are written quite clearly, and it is not only about Talo Çela, but also about Çopja's orders. Others were simply part of the hit squad and acted as soon as they received the order.

Money laundering

In relation to money laundering, from the data provided by the prosecution, it appears that this criminal organization has invested in Albania a part of the income derived from the criminal activity of international drug trafficking, mainly in the real estate market. (through the purchase of various properties such as apartments, villas, bars and restaurants and land), in the cities of Tirana, Elbasan and Durrës.

By conducting intensive investigations, interesting information was obtained regarding the assets, investments and assets of the two brothers in Albania, the forms used by them as well as the persons involved in the process of cleaning the proceeds of the criminal offense or criminal activity.

The use of the construction sector by criminal organizations is evidenced, where, through third parties, it has injected and invested significant amounts of cash for the realization of works on residential buildings in the construction process, as well as in the construction of residential buildings/complexes from the beginning.

It turns out that the criminal organization has invested in the hatching of economic operators as well as the use of existing economic operators with activity in Albania, which "de jure" have been registered in the name of their social, friendly and cooperative ties, not exposing the owners of "de facto" and their use as camouflage/concealment of the true nature of the source and activity, in order to launder the money derived from criminal activity.

Also, it is evident that Florenc Çapja has on repeated occasions transferred significant monetary values in cash through the use of foreign exchange offices inside and outside the country, sending them to his trusted persons with the intention of, among others, carrying out of paying for contract killings as well as making investments on their behalf in Albania and abroad.
