The public beach has expanded significantly this summer season. The Minister of Tourism, Culture and Sports, Blendi Gonxhja, has published the figures for the administration of coastal areas for 2026, stating that the number of beach plots/stations in public use has reached 1,689, up from 1,014 a year ago.
According to Gonxha, this translates into an increase of 67%, or 675 more plots available to the public.
The area of public beaches has also expanded. From 2.88 million square meters in 2025, this year it has reached 3.18 million m², increasing by about 303 thousand m² or 10.5%.
One of the novelties of this season is direct administration by municipalities. In 2026, there are 124 public plots/stations under the administration of local units, with a total area of about 475 thousand m².
These spaces offer umbrellas and sun loungers at rates approved by municipal councils, with the aim of creating a more affordable alternative for vacationers.
In this category, Lezha leads with 49 plots, followed by Durrës with 38, Shkodra with 16, Himara with 11 and Vlora with 10.
In terms of surface area, Durrës is at the top with about 316 thousand m², followed by Lezha with 75 thousand m², Himara with 51 thousand m², Vlora with 21 thousand m² and Shkodra with 13 thousand m².
665 parcels that were in private hands are returned to public use
Another important figure made public by the minister is that of parcels that were previously managed by private entities.
According to Gonxhja, 665 beach plots/stations have returned to public use this year, after non-applications or rejection of applications.
This process has brought, according to him, an addition of about 768 thousand m² of surface available for public beach.
11 times more exceptional beaches
The big change has also been observed in exceptional beaches. From only 2 such in 2025, the number has increased to 22 in 2026.
So, 20 stations have been added, or about 11 times more compared to the previous year.
This category includes a total of 570 plots and about 1.42 million m² of managed and formalized beach area.
Gonxha links this expansion of public spaces to measures against price abuse, municipal administration of beaches, tariffs approved by municipal councils, and the formalization and fiscalization of payments.
According to the minister, these measures, along with increased awareness and measures for safety at sea and surveillance, have brought a positive result for citizens and vacationers.
However, the minister emphasizes that there is still work to be done in terms of control and legality on lake and river beaches, protected areas and islands, as well as in establishing sustainable standards for hygiene, safety and affordable access to beaches.
