In this space of about 11 ha of land and property of the Bektashi community, a new state is expected to be created, perhaps the smallest state in the world.
That is at least the project that Prime Minister Edi Rama has unveiled, speaking about the prestigious New York Times, which publishes that the new state will be like a Vatican-style sovereign enclave in Rome.
But here will alcohol be allowed, women can dress however they please and where will no lifestyle rules be imposed?
Researcher Auron Tare says: "I think that for tourism it would be very interesting, because it will add another tourist point to Tirana.
The bektashi is an order. Creating a mini-Vatican at Tirana Polygraph, I think is little more than a nice joke to draw attention to the New York Times. Even if it isn't funny, it will have its problems. Some of them don't know the center of Tirana.
The prime minister has said that a team of legal experts but draft legislation defining the sovereign status of the new state within Albania as a way to promote religious tolerance, which must be approved in parliament.
"A good part of the Albanian founders have been Bektashis and I think bektashism has not been helped enough. But I don't think that's the right help. If the prime minister has such an idea, then I think Mr Rama should be 100 steps ahead of us to know this area, or it is an idea of the Ministry of Tourism" Tare adds.
In a statement to the media, the Spiritual Leader of the Bektashi Order fully supports this initiative of the Prime Minister.
