"We know what we will talk about" - The Head of the Union of Judges

A tense debate in the Laws Committee took place between Chairman Ulsi Manja and the head of the Union of Judges, Gerd Hoxha.

The clash began as Hoxha demanded that the Union also express its opinion on the Constitutional Court's decision, while Manja asked him to focus on the draft law being reviewed by the committee.

The situation became even more tense when Hoxha insisted that he should be given the opportunity to express the Union's position without being told what to discuss. At one point, after the retorts between them, Manja ordered Hoxha's microphone to be turned off.

"You cannot interpret my words," said Manja, asking the head of the Judges' Union to continue with his stance.

Manja: Mr. Hoxha has the floor, to give his position, on behalf of the Union of Judges of Albania, regarding, let's clarify, the draft law, not the decision of the Constitutional Court, its decision has said what it has to say itself, we want your position on the draft law that we discussed today.

Hoxha : Now if you have called us here, you will respect us and listen to what we have to say.

Manja: No no, you say whatever you want.

Hoxha: If you want to guide me on how to discuss, I'm sorry, but that's not it. We respected all of you, the invitation came 15 minutes ago, it was not serious at all, but to respect the Assembly, the Albanian people, the magistrates and the Constitutional Court, we came here today to give our opinions.

We know what we will discuss within the legal framework, so I would ask you to listen to us. We will talk about the Constitutional Court's decision, where it originated. We cannot go and talk about the branches when we have cut down the tree. If you cut down the tree, the branches fall to the ground, so please let us talk.

Manja: Mr. Hoxha, let's separate things, this is the Assembly of Albania and it is the sovereign.

Hoxha : Yes, definitely!

Manja : We have a lot of respect for the power you represent.

Hoxha: Respect us for inviting us as friends.

Manja: Please, please, turn off the microphone, it's not recording. We have a lot of respect for you. We don't limit your rights, thank you very much for coming, we will listen to you very carefully, say whatever you want, express your opinion on behalf of the Union of Judges, but not in this language with the sovereign, please.

Hoxha: The language was very polite, in the same intonation as you.

Manja: Look, you cannot interpret my words, I have a long patience today, both as the chairman of the committee, but also my colleagues and deputies, to listen to you until the end. You give your opinion because I do not direct what you will say. I have called you today about the draft law, that is what my intervention was for, you can say whatever you want, so take the floor, you have all the time available.
