Fiks Fare denounced a scandal occurring within state offices, where a director and a property manager at a state-owned bank admit to having taken a large bribe to re-award a citizen's family property through auction.
With voice, image, and documents, the investigative show published the conversation between the two officials and the citizen, where they admit that they received an amount of 950 thousand new lek, about 10 thousand euros.
The suspects are Klevi H., director of auctions, and his subordinate, Erald Xh., property manager, both senior officials of Agro Kredit, a state-owned joint-stock company, 100% owned by the Ministry of Finance. Its object is “all forms of lending, including mortgage and consumer loans”. On February 18, 2026, Agro Kredit opened an auction for the 7,363 square meter property, located in the village of Picar, Gjirokastra.
This property was seized from the Mahmutaj family, after a loan taken out in 2008 and not paid. Being a co-owner, the complainant Teki Mahmutaj has requested that he buy this property. "In 2008, my uncle took out a loan from Agro Kredit. He did not repay the loan and the bank seized our properties. We had the land in co-ownership with our clan and uncles," Teki told Fiks Fare, adding that, the day before the interview, he traveled from the Picar village of Gjirokastra to Tirana, as he is insistently seeking to buy the property.
But the meeting on February 18, 2026, did not take place in the offices of the state and Agro Kredit in Sauk, but in a bar in Tirana. "In this meeting, I gave them 9 and a half million lek, coffee. I gave it to Klevis, I don't know his last name, he said he was a director. I gave the lek to him in a bar in Tirana. I remember it as a place. They told me that on March 10 I had to pay 7 million and 430 thousand lek. They will pay 17 million lek (old) in total. And that the debt is only 7 million lek," Tekiu claims.
He adds that, a few hours after the meeting, he saw the documents he photographed at this meeting, which is also the auction announcement. In the papers, he saw that the auction amount was 743 thousand new lekë. "Klevisi took my coffee and today (on February 19, 2026) he returned it to me, I have the lekë in my pocket," the citizen claims, as he shows the amount of money in front of the Fiks Fare camera. The money was in a bag. "Here is the amount, Klevisi returned it to me. It is 9 million and a half lekë. He took this coffee from me, this was coffee! I made the coffee yesterday. Then I would pay that other amount as well. He told me you would pay 7,430,000 lekë and don't mention names, he told me how much lek he bought the land for," the citizen adds.
He says that this conversation was made by Klevisi, the auction director at Agro Kredit. "There were two of them, but I don't remember the name of one. My uncle, Zubo Çulli, was also present, he was the realtor for this business. These people were from the state. Last year, these people came to my house and threatened my mother, they kicked us out of the property. They took it from me and I pay the municipal tax," says Tekiu.
He then claims that the originator of the whole story is Klevis. "Now I want to buy my land. They have put it up for auction and on March 10 the winner will be announced. I have filled out all the documents. I filled them out with these 2 people in a bar, we did not go to the office. I filled them out at the same bar where I also gave this amount," continues the citizen, claiming that after the payment he saw the papers and the amount of 743 thousand lek was written on them and not the 950 thousand he paid. "This 9 million was their coffee and Klevis told me several times not to mention names, not the amount or anything. He told me that they loved the land very much. With this amount he undertook to declare me the winner of the auction," says Tekiu.
A day after the citizen, Teki Mahmutaj, made the payment of 950 thousand lek in a bar in Tirana, he went to the Agro Kredit offices in Sauk, to meet the two officials. An employee tells him that Klevis is the director and Eraldi is an employee at the properties. Unable to meet, Teki calls Klevis and wants to learn more about the auction!
A few minutes after the call, near Agro Kredit, Klevisi goes and picks up Tekiu and his relative in the car. On the way, the auction director also picks up his subordinate, Eraldi, in the vehicle. The four of them sit in a bar in the Sauk area and talk about the meeting the day before, the day on which the citizen made the payment of 950 thousand new lek. The name of another person also comes up in the conversation, named Zubo, who is the relative of the complainant. From the conversation it turns out that this person was the realtor, therefore the connection between the complainant and the Agro Kredit officials.
In this meeting, the citizen tells him that these officials have taken the sum of 950 thousand lek from him. "You took it from me, you and you. We were in the fourth bar," he addresses him. Then, one of them, the property manager, Eraldi addresses him in a threatening tone. "Oh friend, you don't know me well at all because you're confusing things. You're confusing things like a lot. That's what Aldua is telling you, you're confusing things. You came with your uncle, get your uncle to come now," he tells him, while Tekiu tells him that he took the money and told him not to tell him. "Look, I'm taking Zybo, Zybo's lek is gone! We gave Zybo's lek. I gave it to him, I returned 9 and a half million," claims Eraldi, admitting that the day before he had also taken the fat bribe.
Later, the same official says that on the day of the meeting, that is, on February 19, 2026, he returned the bribe amount to the complainant's uncle. "I returned it today. It's Zybua, brother. Come and collect it in our presence," he tells him.

The four of them sit in a bar in the Sauk area and talk about the meeting the day before, the day the citizen made the payment of 950 thousand new lek. Citizen – Okay, I'll pay them, Sir. You told me 17 (million)! He told me 17, Sir.
Klevis – I don't know what the confusion is, Sir.

Eraldi – One second, one second.
Citizen – Zybua, you took the lek, Sir.
Eraldi – One second, Sir, Zybua will come and who took the lek, my friend.

Eraldi – Oh, I took your money, oh, Zybua took your money.
Citizen – You just said I gave it back to Zybos.
Eraldi – Oh, wait a second.

Eraldi – Oh, you're coming now Zybua. You're going to take the lekë in front of us now!
Citizen – Did you give it to him? Did you give it to your uncle?
Eraldi – Your uncle took it there, brother.

Eraldi – No, you're wrong, you're wrong.
Citizen – You've squeezed us like a lemon.
Eraldi – You're very wrong.
Citizen – Oh, Sir, I gave you 9 million in the bar yesterday…
Eraldi – You gave it to my uncle, my brother, my uncle has the money.
Citizen – Then why did I meet you yesterday?
Eraldi – How do I know anything!
Klevisi – I met you with us, my uncle.
Eraldi – I met you with this, my lord.
Citizen – Oh, did you return those 9 and a half million to Zybo, or not?
Eraldi – Zybo did it, my brother.
Citizen – Did you return it or not?
Klevisi – Zybo did the money.
Citizen – No, he took it, he took it! Okay, you do whatever you want with Zybo.
Klevisi – You do whatever you want with Zybo, because you have ..
Citizen – No, no, you do whatever you want with Zybo, do whatever you want with Zybo, do whatever you want with Zybo. I came to you yesterday, we had coffee 1, 2, 3. Well, and this thing, you told me not to put it up for auction because you're ruining our work, Zybua should come.
Klevisi – He'll eat it…
Citizen – He'll eat it, the one who got this money, out of the four of us.
Klevisi – I told you, or should I start talking more!
Citizen – There were 4 of us!
Klevisi – This gentleman signed, not this one, his parents maybe for a property. With his own uncle. We took the money from the uncle, he paid the money, we took the property since …
Citizen – 2008.
Klevisi – In 2018, the property was taken. We had it put up for auction. We notified him and no one came. To this gentleman here in front of us, I don't even know him at all, I said, sir, when I have an auction to put up your property, my father's family's property, go and buy it. You know that other people can come to the auction, your brother can come. Just as this guy took me for that property, this guy's uncle also took it, when you put it up, tell me. I own the property.
In the conversation, it is quite clear that the two officials of the state bank took the citizen on February 18, 2026 the amount of 950 thousand lek (about 10 thousand euros) in order to declare him the winner of an auction for property in the village of Picar, Gjirokastra. Then, the citizen saw the documents, which stated that the auction amount was 743 thousand lek, and initially contacted his uncle and the two officials. The latter, frightened by a possible denunciation by Tekiu, returned the amount.
