Rrogozhina without a mayor, ISP: Deadlines have been violated!

The case of Rrogozhina, a typical practice of deviation from the spirit of the law, representative democracy, decriminalization, integrity and transparency in decision-making.

From the monitoring of practice by the Institute of Political Studies (ISP), it is found with concern that even in previous cases, institutions, especially the Council of Ministers, do not exercise their functions and responsibilities within the legally established time and, as a result, the real decision to hold by-elections (when vacancies arise) is imposed by the government's political agenda and not by legal procedural logic.

Laws must be respected regardless of the political interests of the parties involved in such processes. This is a standard and a non-negotiable obligation for a country aiming for EU membership.

The ISP has also found that the convicted official who loses his position still has effective membership in the leadership structures of his political force - there has been no announcement about the implementation of decriminalization standards not only in the municipality but also in the respective political party.

6 years after he first entered the Rrogozhina Municipality as mayor and won three consecutive elections, Edison Memolla has been found guilty of influencing the last elections, and by order of the Special Court of Appeals, he has been sent to prison, where he must serve a 1-year prison sentence.

Prominent political figures from his party have publicly defended him, a missed opportunity to distance politics from cases of electoral crimes and officials proven to have broken the law.

It has also been found that the official website of the municipality continues to list the mayor, the former mayor convicted of active corruption in the elections, another indicator of deviation from the standards of transparency, information, accountability and integrity of representative institutions.

If the deadlines had been respected, the Prefect of Tirana would have informed the Council of Ministers on February 11-12, 2026, the Council of Ministers would have informed the President and the CEC on February 13-15, 2026, and the President would have decreed new elections in Rrogozhina between March 15-25, 2026. We are in April and the Council of Ministers has still not fulfilled its legal obligation for such cases.
