The Albanian government is expected to face a new fine from the International Arbitration , which may reach over 300 million euros , after it has refused to implement a final decision to voluntarily pay the Italian entrepreneur, Francesco Beketi, in the amount of 110 million euros .
In January of this year, Beketi and his associates addressed a new request to the Court of Arbitration after the Albanian government " failed to fulfill its obligations under the Italy-Albania Investment Protection Treaty, approved in 1991, has not implemented the decision of the Court of Arbitration of the World Bank (ICSID) "ARB 15/28", and has not implemented the Arbitration Convention itself .
The Italian businessman became the subject of political persecution by the government of Edi Rama , starting in 2013 , because of the editorial line carried by the television " Agon Channel ", owned by him.

The government's attack on Beckett became the subject of judicial review at the Court of International Arbitration.
During the judicial review, it was found that the Albanian government used unfounded money laundering investigations against Becket, threatening him with unjustified arrest, as well as denying him a due process of law in Albania.
These violations were confirmed by the decision of the International Arbitration, in April 2019, in which Albania was found guilty of "abuse of police powers for motives that were not in good faith and in the public interest". In the end, the Albanian government was charged with a penalty in the amount of 110 million euros, which had to be paid to Beket and his associates.
Prime Minister Edi Rama stated earlier that he will not give a single cent to Becket and the government headed by him has not implemented the Arbitration decision.
In 2021 and 2023, the "Rama" government failed in two attempts to cancel and further review the Arbitration decision. The court finally confirmed that the Albanian government must pay a fine of 110 million euros, plus other additions for procedural aspects.
But Edi Rama's government stubbornly continued not to implement the final decision of the Court of Arbitration, creating premises for Albania to receive another hefty fine due to its inaction.
A few days ago, the Executive Court in Brussels implemented the confiscation in favor of the Italian businessman of the sum of 76 million euros, collected in the accounts of the Albanian airline company "Albcontrol" at the European airline company "Eurocontrol".
This amount was created from the fees paid by foreign airlines for take-off and transit in Albanian airspace./ Syri
