The Albanian government has drawn up amendments to the "Civil Status" law. The initiative, which was worked on by the Ministry of the Interior, aims to declare the residence of all Albanian citizens who live in Albania, but also those who live and work abroad and hold Albanian citizenship. The proposed change brings the control and verification of housing, in other words, it is a vetting of the location of the immovable properties of Albanians inside and outside Albania.

Article 4 of the draft law provides for the amendment of the provision for Article 14 of the "Declaration of residence" law, which stipulates the obligation of citizens to declare the address of any residence they own inside or outside the country, within 6 months from the entry into force of of the law by choosing among them his place of residence. This article defines the obligation of every Albanian citizen to declare all the addresses of the houses he owns, and to determine his place of residence among them.

In point 2 of the proposed provision, it is determined that the civil status service will be offered to citizens only after they comply with the above obligation, that is, to declare the address of each home they own.

Article 5 of the initiative provides that the initial registration of residence is done in the civil status office of the administrative unit that has territorial jurisdiction over the residence declared as residence, simultaneously determining that the citizen cannot declare more than one residence at once.

Also, it is foreseen to change the place of residence, which has the territorial jurisdiction of the new place of residence, not later than 30 days from the arrival in this place of residence, determining that the same deadline applies to the declaration of the place of residence.

It is also determined that one or more families have the right to live in the residence of another family only when the standards of living area per capita are met.

According to the report that accompanies the legal initiative, this process serves to solve the problems identified for the issues of citizens' addresses.
