Not only the state will have the opportunity to produce weapons and ammunition in Albania. According to a draft law, the Ministry of Defense also gives the right to private entities to produce and sell weapons.
The Defense Industry Agency, AIM, is created under the Ministry of Defense, which will be responsible for the licensing, supervision and regulation of the sector of production, trade, research and development of military armaments.
But the government has provided a series of relief measures for arms manufacturers, starting with the tax burden. Every entity that invests a minimum of 25 million euros, will have priority in services, will be exempt for 10 years from income tax and from local and central property taxes. It will not be taxed either for the infrastructure or for the transports at the customs. Arms manufacturers and dealers will pay only 10% VAT to the Albanian state.
They will also have support in utility bills, such as electricity, water, gas for 10 years and will have access to support funds for research and development in the field of defense technologies.
The draft law prohibits the production and trade of biological, chemical and nuclear weapons and technologies.
This is the second draft law on weapons published by the Ministry of Defense. At the end of May, it issued the document that provided for the creation of "Kayo", the state company for the production, demilitarization and trading of weapons, ammunition, etc. The initial effects of this draft law at the time of the creation of this company are in the amount of 300 million ALL and will be covered by the reserve fund.
The government took seriously the proposal of the Ukrainian president, Volodymyr Zelensky, when two months ago in Tirana, he told Prime Minister Edi Rama that Albania should be involved in the arms production industry, to face Russian aggression.
