"Five prison escapes in three months", these are the
Altin Ndoci

From 2020, when Ndoci was placed in Durrës prison, until 2024, he was accompanied to the hospital four times for various health problems.

Meanwhile, since last October 8, until the day of his escape, he has been escorted out of prison for medical visits a total of 5 times, 3 of which when the management of the Durrës Detention Institution was entrusted to Indri Cerloji, currently in prison custody, under suspicion of abuse of office, in the case of Ndoc's escape.

1. on 08.10.2025-Director of the Institution Ervis Dedej,

          2. on 24.10.2025-Director of the Institution Edmond Llabani (seconded),

          3. on 26.11.2025-Director of the Institution Indrit Cerloj

          4. on 18.12.2025-Director of the Institution Indrit Cerloj

          5. on 13.01.2026-Director of the Institution Indrit Cerloj

The prosecution suspects that the visits were carried out without the need for medical consultations outside the prison.

"Considering the increase in the frequency of discharges in a relatively short period and comparing it with his previous history of hospital discharges, there is a reasonable suspicion that these medical visits to the hospital that coincide with the period October 2025-January 2026 are fictitious," the Prosecution stated in its investigative file.
Another suspicious element is the fact that Ndoc's discharges to the hospital were not recorded according to procedures.

"From the verifications so far, it has resulted that the departures from the IEVP of prisoner Altin Ndoci, which coincide with the period October 2025-January 2026, have not been reflected in the daily activity report of the General Directorate of Prisons and in no case has the Internal Control Service in the Prison System been informed."
The case of Ndoci does not seem to be an isolated episode, in the Durrës prison where there has been no shortage of favors towards detainees, in return for cash payments.

"From the information obtained in time by the Internal Prison Control Service (IPCS) it results that often the escorting of prisoners who are high social risk and in good economic condition to the hospital is suspected to be carried out to provide various favors (mainly special meetings) to these prisoners, in return for bribing the heads of the institutions and relevant personnel", the Prosecution's file states.
Altin Ndoci was sent to the Durrës hospital, without a prior visit from the prison doctor, who according to the prosecution had signed the recommendation, only at the request of the head nurse Altin Cuku. He was transported by the prison ambulance, together with another detainee, and only in the company of 5 security officers, in flagrant violation of the protocols that provide for a minimum of 3 officers for each prisoner. Moreover, although suspected of serious criminal offenses, including murder, Ndoci was assessed as a person without high risk, and who would not be able to attempt escape. /shqiptarja.com
