The Supreme Judicial Council approved 40 vacancies for new magistrates, leaving out the career courts of Tirana and Durrës. Magistrates have only 24 hours to apply for jobs and fill out environmental compliance forms.
The Supreme Judicial Council approved on Wednesday 40 vacancies for magistrates who graduated in the summer of this year. In the meeting led by the deputy chairman Ilir Rusi, in the absence of the chairman Naureda Llagami, the KLJ listed the vacant seats that included the Courts of General Jurisdiction, Shkodër, Kukës, Lezhë, Dibër, Elbasan, Fier, Korçë, Berat, Gjirokastër, Vlorë and Sarandë. . Meanwhile, two vacancies were announced in the Administrative Court of Lushnje. In the career courts of Tirana and Durrës, vacancies for new magistrates were not announced.
The rapporteur of the draft decision, the member of the HCJ, Klodian Kurushi said in his speech that all 40 graduated and appointed magistrates will be assigned to permanent positions "in the places presented by the commission as an integral part of this draft decision".
But Kurushi admitted that the KLJJ was not on time. "We are not on the right time," he said, referring to the delay of almost four months for the appointment of these magistrates. Candidates for magistrates should have been appointed to their seats since July of this year, as happened with colleagues graduated as prosecutors. In September, the HCJ justified that before appointing these vacancies, it had to close the procedures for the transfer of judges currently in office, although it did not provide a legal basis on which the delay was based.
Kurushi said that due to the delay until now, the KLJ had to hurry with the following procedures. For this reason, he proposed that the magistrates be given only 24 hours to choose their preferences among the vacancies assigned by the HCJ. According to the decision that was unanimously approved, the magistrates must list the preferences for the vacant seats until Thursday at 12.00 noon. Kurushi said that after that the report would be prepared and then the swearing in of the new magistrates would proceed.
The 40 new magistrates were planned three years ago as an opportunity to ease somewhat the overburdened judicial system in the country, which is estimated to have 120,000 stock files due to judges dismissed from the vetting, but contrary to expectations, the appointment procedures of they crawled./ BIRN
