A pure abuse: Where did the 9.6 billion Euro investment in the water supply
Vlore

Just three years after being rebuilt with 9.6 billion lek of public money, Vlora's water supply network failed to supply the city with water for several days in a row.

The supply outages have affected thousands of families and businesses, creating an emergency situation for a vital basic service. In a tourist and coastal city, the lack of water for several days is a paralysis of daily life.

The Vlora water supply network was reconstructed in 2020–2021, through investments financed by the state budget, with a total value of 9.6 billion lek. The project was presented as a long-term solution to water supply problems, with the aim of ensuring that the city would no longer face such crises.

The network reconstruction works were carried out by the company Gener 2, which was responsible for the construction and delivery of a functional system, capable of meeting the real demands of the city. The failure of supply just a few years after the completion of the works directly puts this company in the spotlight for the quality and sustainability of the investment made.

Gener 2 is among the companies that have repeatedly won public contracts in state-funded infrastructure projects, being considered one of the most exposed contractors in strategic investments in recent years. Precisely for this reason, expectations for high standards of implementation and sustainable operation are higher than usual. When a company with such a strong presence in public projects does not guarantee the basic functioning of a vital network, the responsibility takes on increased public weight.

At such times, the issue is not just about a temporary disruption, but about the credibility of the public investment model and how contractors who receive significant state funds are selected and monitored.

Local and central institutions have intervened with emergency measures to restore supply, while the causes of the situation are being analyzed. But for the citizens of Vlora, the question remains concrete and direct: why is a network built with public money, by a company that has been a continuous beneficiary of state contracts, not providing a basic vital service?/ Top channel
