The wiretapping of the Public Procurement Commission employee, Lindita Skeja, which implicates the head of this institution, Jonaid Myzyri, in the 2.3 million euro tender affair for the maintenance of the 58.7 km road, “Rrëshen (Fanit Bridge) – Shpal, Shpal – Repsit Bridge”, has been revealed. The investigation began after suspicions that Myzyri had dictated the actions of other members of the Public Procurement Commission in cases of reviewing complaints against procurement procedures.
A few months after being questioned as a person under investigation, SPAK officially took Jonaid Myzyri into custody on June 24, charging him with abuse of office and violation of equality in the tender for the maintenance of the aforementioned road.
As it results from the investigative file, an important role in the articulation of the accusations by the Special Prosecution Office against Myzyri was also played by the intercepted telephone conversation of the KPK employee, Lindita Skeja, which implicates the head in abusive tender procedures.
According to SPAK, some of these communications are related to the accusations against the person under investigation, Jonaid Myzyri, head of the Public Procurement Commission, suspended from duty and ordered to appear by the Criminal Procedure Code.
In an intercepted conversation, employee Skeja complains to her interlocutor on the phone that she had signed as requested by Myzyri, while now she had to appear for questioning. At one point in the conversation, she also says that "employees sign the papers, while others take the money". "I served him like a dog. I served him with my eyes closed... and he also wants a point. He sees it like this... we sign, all like sheep. I see where they call us. Line. We sign and they take the money", says KPK employee Lindita Skeja during the phone conversation.

In the investigative file, the Special Prosecution Office emphasizes that "the results of the wiretapping raise reasonable doubts that in the decision-making of the Public Prosecutor's Office for the review of the complaint with the subject: "Routine maintenance with performance of the Rrëshen (Fanit Bridge) - Shpal, Shpal-Q.Bene - Hadroj, Shpal - Repsit Bridge", with a limit fund of 219,866,693 lekë excluding VAT, as well as in other decision-making, there are elements of illegal actions that may have influenced these decisions."
In the request to the GJKKO for the measure against Myzyri, SPAK prosecutor Elvin Gogaj argued that "the security measure should be imposed because there is a risk of tampering with evidence, of fleeing, and of committing criminal offenses by the person under investigation, Jonaid Myzyri." "There are reasonable doubts that he may jeopardize the collection of evidence or its authenticity, by interfering with persons who are aware of the commission of the criminal offense and who have not been questioned until now, although the actions are being carried out dynamically by the Special Prosecution Office."
SPAK is also investigating the tender procedures during the years 2020-2023 as there are strong suspicions that they were conducted without competition, as in many cases only one company participated, and in other cases, companies were unfairly disqualified.
Jonaid Myzyri was appointed head of the Public Procurement Commission (PPC) in 2020, for a 5-year mandate, upon proposal of the Council of Ministers and a vote in Parliament./ballkanweb
