There have been two proceedings against the businessman Julian Morina for building without a permit. 

In May 2021, the police reported him criminally to the prosecutor for exceeding the construction permit granted in 2019 by the Municipality of Tirana.

The prosecution of Tirana still has this procedure open and is continuing the investigations.

There was also a criminal complaint against the businessman in May 2021. "Citizen Julian Morina is under investigation for the criminal offense of illegal construction. The prosecution underlines that the company that carried out the constructions is 'Xeluks Construction' with Julian Morina as administrator", says a notice from the prosecution .

Stopped at the building seized a few days ago and considered completely unauthorized by the IKMT and the police, the prosecution did not have a reference until after the publication of the case in the media, it started the investigations.
