Prime Minister Edi Rama also gave a message to second-tier banks regarding agricultural credit in his closing remarks after the "Agriculture and Rural Development" dialogue, held between farmers and entrepreneurs in the sector.
Rama emphasized that the interest should be between 0.5 and 2 percent because, according to him, the banks have signed this contract with the state.
"A job has been done by the Minister of Finance and Entrepreneurship and it has been achieved that with the insistence of the government, a credit line of the Bank of Albania has been created, 250 million euros, where it is for all small and medium-sized enterprises, but which focuses on agriculture. Now that we have this credit line from the BoA and it is strongly accessed, we need a high level of information for farmers and on the other hand a clear message for the second-tier banks that have signed it to provide loans from 0.5 percent to 2 percent, not 3.5, or not. It is for everything, now I am talking about agriculture, 3.5 is other enterprises.
No more commas, the second-tier banks must be very clear because they have signed this and as far as the risk is concerned, it is the government's guarantee, there must also be the cooperation and support of the local government in this process. For this reason, we have previously talked about charging local government units with agricultural entrepreneurship, all municipalities on the planet do it. The leaders of the regions should do their job where we can create the first nucleus. We have the municipality of Roskovec that has taken steps in this direction", said Rama.
During his speech, Rama said that the government will be active in creating cooperation schemes with entrepreneurship, to increase revenues. The head of government said that a new process is being built, where the government will be part of the forces in the oil sector, that is, it will intervene to establish a new price balance.
He warned that the government will become part of the oil import and this will create the conditions for the price of oil in the country to be more reasonable.
"The oil problem came up again and I think we need to review this scheme, but we are preparing to intervene in the oil sector, in the sense that I said before that the government will be very active in creating conditions and schemes for cooperation with entrepreneurship and cooperation with economic factors to increase not their own income, but that of the people. We need to build a new process and we are preparing it where the government will be part of the forces in the oil sector, which means that we want to intervene to establish a new price balance for consumers.
This is something we have studied for a long time and I believe that within this year we will be involved in the import and distribution of oil, in cooperation with all other actors who will make their lives easier because they will be able to have the government as a guarantor of the import and supply of oil, which will put us in a position to be able to set a more reasonable price than the current price of oil in Albania ," said Rama.
Rama, among other things, said that in this regard, the time has come to act in a different way to also look at reducing costs.
"The price is related to the composition of the price due to the turnover tax, but the time has come to act in a different way and it will be a great good that by participating in the government, the oil policy for the agricultural sector will be built differently. It was said very clearly that while we look at all these aspects, we must also look at reducing costs ," said Rama.
