Who is the Cadastre inspector who was arrested by SPAK, took bribes 14 times

Ilir Kapetani is the former employee of the Cadastre who was arrested by SPAK after taking bribes from citizens to provide compensation to the former owners.

His arrest comes after he is accused of bribery. Based on the investigations carried out, according to SPAK, at least 14 cases were documented, in which the former employee of the Cadastre took money from various citizens.

Ilir Kapetani, with the duty of inspector for the review of files in the Cadastre, is suspected of taking money from the former owners and promising them financial compensation of the properties, while handling requests for the return and compensation of the property.

The Special Prosecutor's Office Against Corruption and Organized Crime has conducted investigations within the framework of criminal proceedings no. 49 of 2021, for the criminal offenses of "Passive corruption of persons exercising public functions" and "Active corruption of persons exercising public functions" provided by articles 259 and 244 of the Criminal Code.

In the function of the investigations of this criminal proceeding, special investigation tools and methods were used, alternating these with the traditional investigation tools or methods.

In the analysis of the investigative actions carried out up to this moment, there is a reasonable suspicion based on evidence that the citizen IK, with the duty of File Review Inspector at the Property Handling Agency, has taken from different citizens, at least in fourteen cases, heirs of the former owners, the sum of money in exchange for the promise to provide financial compensation, during the treatment of their claims for the return and compensation of the property.

Citizen IK is suspected of having consumed the elements of the criminal offense of "Passive corruption of persons exercising public functions" provided for by Article 259 of the Criminal Code in fourteen cases, while citizens DL, Xh.V., GT, DD, LA , AH, JZ, VB . and AG, are suspected of having consumed the elements of the criminal offense of "Active corruption of persons exercising public functions" provided by Article 244 of the Criminal Code.

At the request of the Prosecution, the Special Court of First Instance for Corruption and Organized Crime with decision No. 20, March 16, 2023 decided

Caktimin e masës së sigurimit “Arrest në burg” parashikuar nga neni 238 i Kodit të Procedurës Penale për shtetasin, I.K.  si person i dyshuar për kryerjen e figurave të veprave penale të “Korrupsionit pasiv të personave që ushtrojnë funksione publike” parashikuar nga nenet 259 i Kodit Penal (katërmbëdhjetë herë).

Caktimin e masës së sigurimit “Arrest në shtëpi” parashikuar nga neni 237 i Kodit të Procedurës Penale, për shtetasit D.L. dhe G., si persona të dyshuar për kryerjen e figurës së veprës penale të “Korrupsionit aktiv të personave që ushtrojnë funksione publike” parashikuar nga neni 244 I Kodit Penal;

The assignment of the measure of personal security "Prohibition of exiting the country" envisaged by article 233 of the Code of Criminal Procedure, for the person under investigation B. as a person suspected of committing the criminal offense of "Active corruption of persons exercising public functions" ” provided by article 244 of the Criminal Code.

The security measures for the above-mentioned citizens were executed on March 20, 2023, while the citizen AG was declared wanted
