The Special Prosecutor's Office Against Corruption and Organized Crime has conducted investigations within the framework of criminal proceedings no. 49 of 2021, for the criminal offenses of "Passive corruption of persons exercising public functions" and "Active corruption of persons exercising public functions" provided by articles 259 and 244 of the Criminal Code.

In the function of the investigations of this criminal proceeding, special investigation tools and methods were used, alternating these with the traditional investigation tools or methods.

In the analysis of the investigative actions carried out up to this moment, there is a reasonable suspicion based on evidence that the citizen IK, with the duty of File Review Inspector at the Property Handling Agency, has taken from different citizens, at least in fourteen cases, heirs of the former owners, the sum of money in exchange for the promise to provide financial compensation, during the treatment of their claims for the return and compensation of the property.

Citizen IK is suspected of having consumed the elements of the criminal offense of "Passive corruption of persons exercising public functions" provided for by Article 259 of the Criminal Code in fourteen cases, while citizens DL, Xh.V., GT, DD, LA, AH, JZ, VB and AG are suspected of having consumed the elements of the criminal offense of "Active corruption of persons exercising public functions" provided by Article 244 of the Criminal Code.

At the request of the Prosecution, the Special Court of First Instance for Corruption and Organized Crime with decision No. 20, March 16, 2023 decided

The determination of the security measure "Arrest in prison" provided by article 238 of the Code of Criminal Procedure for the citizen, IK as a person suspected of committing the criminal offenses of "Passive corruption of persons exercising public functions" provided for by articles 259 of Criminal Code (fourteen times).

The appointment of the security measure "House arrest" provided by article 237 of the Code of Criminal Procedure, for citizens DL and G., as persons suspected of committing the criminal offense of "Active corruption of persons exercising public functions" provided from article 244 of the Criminal Code;

The determination of the measure of personal security "Compulsion to appear before the judicial police" provided by article 234 of the Code of Criminal Procedure for citizens XH.V., GT, DD, LA, AH, JZ as persons suspected of committing the offense criminal offense of "Active corruption of persons exercising public functions" provided for by Article 244 of the Criminal Code;

The assignment of the measure of personal security "Prohibition of exiting the country" envisaged by article 233 of the Code of Criminal Procedure, for the person under investigation B. as a person suspected of committing the criminal offense of "Active corruption of persons exercising public functions" ” provided by article 244 of the Criminal Code.

The security measures for the above-mentioned citizens were executed on March 20, 2023, while the citizen AG was declared wanted
