The Special Prosecution Office against Corruption and Organized Crime (SPAK) has reopened the competition for the reappointment of the Director of the National Bureau of Investigation (BKH), following the exclusion of Aida Hajnaj from re-nomination for the leading position of this structure. 

Hajnaj was excluded from re-nomination after he failed to submit the required documentation within the deadline set by the Selection Committee, May 7.

Meanwhile, SPAK has announced that the process of appointing the head of the BKH will be carried out in 7 stages, which are: logical reasoning test, medical examination, physical test, written essay, interview, and then background verification, asset declaration, and polygraph test.

According to the SPAK announcement, candidates must submit the necessary documentation by 06.06.2025. The candidacy selection committee consists of the head of SPAK, Altin Dumani, and special prosecutors Arben Kraja and Behar Dibra.

We recall that Aida Hajnaj herself expressed interest in March of this year for another 5-year term at the head of the National Bureau of Investigation, after the term of the current director of the National Bureau of Investigation ends on August 31.

SPAK announcement:

Based on Law No. 95/2016 “On the organization and functioning of institutions to combat corruption and organized crime”, Article 6, Article 33, points 2 and 3, Article 34, Article 37, Article 38, points 2 and 3, Order No. 11794, dated 07.04.2025 “On the establishment of the Selection Committee for the Director of the National Bureau of Investigation” of the Director of the Special Prosecution Office against Corruption and Organized Crime, Decision No. 5 dated 22.05.2025 of the Selection Committee for the Director of the National Bureau of Investigation, announces an open call for applications for the position of “Director of the National Bureau of Investigation”.


The selection procedure is carried out in the following stages:

a) Preliminary examination of the application;

b) Medical examination and physical fitness test;

c) Extended written exam (Essay) and logical reasoning test;

d) Polygraph test and panel interview;

e) Identity verification, asset declaration;

f) Identification of the winning candidate, training and appointment.

Documentation and certificates for meeting the selection criteria for the position of Director of the BKH set out in Article 34, point 2 of Law No. 95/2016, as follows:
a) has completed the second cycle of university studies in law with a degree equivalent to a "Master of Science", or higher police education;

b) has work experience as a prosecutor, employee of the State Police or Judicial Police or investigator of the National Bureau of Investigation;

c) has at least 5 years of work experience in matters related to criminal offenses in the field of corruption, organized crime or serious crimes;

ç) if he/she has been or is an employee of the State Police, to have held the rank of "Commissioner", "Chief Commissioner", "Director" or "First Director" for no less than 3 years;

d) not be under investigation or trial for a criminal offense, not be in a state of ineligibility for public office, according to Law No. 138/2015 "On guaranteeing the integrity of persons elected, appointed or exercising public functions", as amended, and to sign the self-declaration form pursuant to that law;

dh) has not held political positions in public administration or leadership positions in political parties for at least the last ten years prior to the moment of candidacy;

e) has received the maximum assessment for his professional skills, ethics and moral integrity, if he has been subject to previous assessments, according to the legislation in force;

ë) no disciplinary measure of "dismissal from office" or any other disciplinary measure has been taken against him, which is still in force according to the legislation at the time of candidacy;

f) not to have been and not to be a collaborator, informant or agent of any intelligence service;

g) in the period 29.11.1944 – 2.7.1991 not to have been a member or candidate of the Politburo, a member of the Central Committee of the Party of Labor of Albania, a member of the Presidium of the People's Assembly, President of the Supreme Court, Prosecutor General, President of the General Investigation, member of the Council of Ministers, head of internal affairs branches, employee of the former State Security bodies, collaborator of the former State Security or favored person, member of the Central Commission for Deportations and Internments, investigator, prosecutor, judge in political processes, denouncer or witness for the prosecution in special political processes;

gj) consent to undergo a polygraph test. The information in the report prepared by the polygraph specialist is taken into consideration during the selection process.

Candidates must submit the necessary documentation by 06.06.2025. The documentation must be submitted to the Archives-Protocol Sector of the Documentation and Human Resources Directorate of the Special Prosecution Office in a sealed envelope, which is addressed to the Selection Committee for the Director of the National Bureau of Investigation.

Candidates must complete all sections of the Application Form. If a field or information is not filled in, is not legible, or is incomprehensible, the application will be rejected. Also, if the submitted form does not show that the applicant meets the minimum criteria set out in law 95/2016, the application will be rejected.
