The Albanian authorities have officially admitted that the scanning concession, which takes Albanians 16 million euros per year, does not guarantee the security of the country's borders and has even compromised national security.
Kapitali.al clarifies the official correspondence between the Ministry of the Interior, the Customs Directorate, the Parliamentary Security Committee and the Port Authority, made public by the High State Control.
For the first time, the alarm was given by the former Minister of the Interior, Dritan Demiraj, who, through an official letter in May 2017, informed the Ministry of Finance that the security of scanning at the Port of Durrës is compromised.
"The operation of only one scanner at the entrance, which is estimated to be not placed in the right position, creates traffic problems. In addition, there is a risk that after the scanning procedure, the vehicles that the customs have sent for scanning and that have turned out without problems, may receive illegal goods on the way, due to the distance of the scanner from the export square", it is stated. in writing.
According to the Minister of the Interior, the leaders of the State Police had contacted society to discuss the possibility of placing an additional scanner at the border exit. But the company has responded that this has costs and must be borne by the Albanian state.
Two weeks later, the Ministry of Finance forwards the letter with the concerns of the Ministry of the Interior to the concessionaire company S2 Albania and the Customs Directorate.
The concern raised by the Ministry of Interior for security has also been confirmed by Customs. According to Customs, the distance between the scanner and the export processing square is 1 kilometer and the movement of vehicles at this distance is impossible to control. This problem, Customs emphasizes, has become even more sensitive following additional action measures against the cultivation and trafficking of cannabis.
"The DPD has held several meetings with representatives of the concessionaire company about the possibility of adding a scanning device, but the company has said that it is impossible under the current conditions", says the Customs letter.
The tender fails
Following this correspondence, the Ministry of Finance has recommended the establishment of a working group with representatives of Customs and the concessionaire company to evaluate possible alternatives for the most effective solution and without additional financial costs to the problem.
According to KLSH, this situation has harmed the national security of the country. "Determining the physical location of the scanner in the Port of Durrës has presented numerous problems that are closely related to the effectiveness of the scanner service, even to the violation of national security," writes KLSH in the audit report.
Granted in 2013 by the outgoing Democratic Party government, the scanning concession was justified precisely by strengthening border security. But 10 years later, the concession according to the KLSH presents many problems, even with the violation of national security./ Kapitali.al
