You slander because you know that money and public property are being stolen from the incinerators, while here the owner was given back his private property robbed by the thief communist state and that the land owners not only did not receive from the state the rent due to them by law, but paid another 800 thousand USD to buy the dilapidated buildings with 42 informal families inside!

3. You conscientiously deceive according to the direction because you know that while the incinerators had to be built with a public tender and respecting the deadlines of the law, they were built without a tender and Elbasan within 1 day = 9 procedures when an international tender was needed, while the dilapidated facilities of the club that the owners were forced to buy were privatized according to the law and with a terrible delay that lasted 3 years. A corrupt affair is not taking what is rightfully yours according to the law, but deceiving the public by command for the interests of your masters, knowing full well that you are deceiving.

4. If there is 1 violation, it is that according to the Law, the state is obliged to pay rent to the land owners until the privatization of the buildings is completed, while in this case no rent was paid even though the process lasted 3 years!
