Irena Beqiraj: It is wicked to say that the rain ruined our roads

Economist Irena Beqiraj has reacted strongly in a Facebook post about the state of road infrastructure in Albania, rejecting the argument that road damage comes from rainfall or geological landslides.

She provides data on the level of depreciation of public works, which according to her reaches around 20%, almost twice the international average, raising doubts about the high costs and poor quality of construction.

Beqiraj also refers to a report by the Organisation for Economic Co-operation and Development (OECD), according to which Albania invests around 400 million euros per year in road construction, with an average cost of 12.9 million euros per kilometer, the highest in the region, while their quality and functionality remain problematic. According to her, the problem is not the weather, but the way public investments are built and managed.

It is a great evil to say that the rain ruined our roads!
Some simple facts that any partonazist can understand show that:
From the total value invested in infrastructure in Albania and the current value of the capital stock, it turns out that the average depreciation of Albanian public works is about 20 percent.
The depreciation rate for public works in the world varies from 4.25 percent to 10.4 percent.
The depreciation level of infrastructure works, significantly 2 times higher, shows 1) that the costs with which the roads are built are too high, 2) that the roads are built poorly and consequently the infrastructure is unstable, as such it requires more frequent reconstructions.
The OECD also confirms that for the construction of roads alone, Albania invests about 400 million euros every year, with an average of 12.9 million euros per kilometer, the highest in the region. But, as the OECD points out in its report on connectivity and infrastructure, these "expensive roads" are among the weakest in terms of quality and functionality.
So it is a great injustice to say, even to Zeqine, that the most expensive roads in the region were ruined by geological landslides caused by rain.
