The municipality of Elbasan has described as political speculations and untrue the statements of the PD vice-president and PD-PL candidate for Elbasan municipality, Luciano Boçi, referring to the urban waste treatment plant.

"The citizens of Elbasan have no way of believing the deliberate lies of citizen Boçi as long as they remember very well the situation of the environmental emergency in which the city was located only a few years ago.

The construction of the urban waste treatment plant of the District of Elbasan, contrary to what citizen Boçi claims, since it was put into operation at the beginning of 2016, created the possibility that all municipalities could deposit their waste for processing and incineration at no cost. The process which has continued regularly, confirmed with the deposit invoices from the beginning of the plant's work until the end of 2021. The municipality of Elbasan, as one of the local waste depositing units, has not paid any lek to the concessionaire company during this entire period. as it was defined in the concession contract", declared the Municipality of Elbasan, which thus clarifies that "after the end of the concession period, each of the municipalities of the District, including the Municipality of Elbasan, have connected with the public company "ECO-ELB" sh.a. , 

This contract regulates the modalities of acceptance, treatment and processing of waste, the processing fee per ton which has been determined by the General Assembly in decision No. 3, dated 02.03.2022, which for institutions is 2500 ALL without VAT. A fee that guarantees the operating costs of the administration of the plant in the service of seven municipalities, which until 2021 was borne by the private sector. Even in this element, the claims of the citizen Luciano Boçi are untrue, based on the documents.

After being taken over by "ECO-ELB" sh.a., the incinerator continued its normal work process until June 2022, including the waste incineration process and the production of energy for self-consumption. Afterwards, the plant has undergone periodic technical overhaul. "ECO-ELB" sh.a. has carried out all the necessary procedures in accordance with the law for ordering parts that must be repaired. The custom-made equipment, due to the technical specificity, is now in the process of approval and the plant is expected to come out of the repair phase and be put back into operation".

The Municipality of Elbasan further states that "currently, from the entire District of Elbasan, 120-140 tons of waste/day are deposited in this incinerator. These wastes are deposited in the landfill and when the plant is taken out of repair, their selection and incineration will be carried out. So, clearly, contrary to what citizen Boçi unfortunately hopes, there is no risk of an environmental emergency".

The municipality of Elbasan closes the statement by emphasizing that it "guarantees the citizens that it is fully committed to using every penny of theirs as transparently as possible with the aim of a cleaner environment. Political accusations will not be able to stop the Municipality of Elbasan from performing its duty".
