On January 3, at 4 o'clock in the morning, three customers from Kukësi did not agree with the bill of 350 euros that they would have to pay at the bar "Kobra City", a night bar at the southern exit of Prizren. The debate had turned into a physical confrontation, first between them and the waiter and then other workers. It is suspected that the argument was followed by shots, as a result of which 31-year-old Visart Cengu lost his life. The suspected perpetrator is Dibran Hoxhaj, a repeat criminal. He is known by the nickname "Cobra".

Sources of the "Oath of Justice" within the justice authorities in the Republic of Albania have shown that based on the testimony of two survivors of the case, it turns out that as the three young men from Kukës were leaving without paying the bill in the direction of the Mercedes type car, they were followed.

They stated that Dibran Hoxhaj-"Cobra" had shot at the vehicle before it started.

The same sources emphasize that Rufgen Shehu, who was sitting in the back, was initially injured in the leg.

While on the move, Visart Cengu was killed by the shooting, also sitting in the back, while Arben Basha, who was driving the vehicle at the critical moment, survived without injuries.

The whole event is suspected to have happened in the parking lot of the "Kobra-City" bar on January 3, 2023.

When the police arrived, Hoxhaj stated that he was not present at the critical moment, and that he was the injured party as the customers had shot at them.

The Director of Police for the Prizren Region, Faton Alija, in an interview for "Oath of Justice" spoke about the evidence that was found in the "Cobra" case, which is expected to be verified.

Among them, he said that from the raids on the escort premises, a DVR was found, a device that saves the images of the cameras and the same was sent for examination.

Part of the evidence is said to be a photograph that is suspected to have been published by Hoxhaj on the critical night.

“Mediat janë një burim i informatave që policia i shfrytëzon dhe rrjete të ndryshme sociale ka qarkulluar një foto që dëshmon filmime apo pamje në parkingun e atij lokali atë natë, ku vërehet edhe vetura në të cilën viktimat më vonë kanë marrë plagë dhe për njërin që ka qenë vdekjeprurëse.
