Other details have been clarified from the reduction of the sentence with fictitious reports for the convicts in the prison of Fier, favored by 18 employees and former employees of this institution for whom the security measure "prison arrest" has been imposed.

One of the favored ones is Bledar Qemalaj, convicted for the murder of Edmond Vruho and for trafficking heroin from Albania to Italy.

He has 104 days of work done in the prison of Fier, for the period January, February, March, April 2020, even though he has not done any work days and has benefited from about 15.6 days of reduced sentence.

Excerpts from the file:

In the criminal file of the convict Bledar Qemalaj, it was found that; For this convict, we have verified 104 working days at IEVP Fier, noted in the work cards, for the period January, February, March, April 2020.

From the examination of the entry and exit register no. 320 dated 27.11.2018, which begins with the date 14.09.2019 and ends with the date 29.04.2021, and it turns out that the convict Bledar Qemalaj has not gone to work converted to a reduced sentence 0 days specifically;

For the month of January 2020, he did not go to work and 26 days of work are recorded in his work card.

For the month of February 2020, he did not go to work and 26 days of work are recorded in his work card.

For the month of March 2020, he did not go to work and 26 days of work are recorded in his work card.

For the month of April 2020, he did not go to work and 26 days of work are recorded in his work card.

Referring to the Order no. 2259, dated 18.03.2008 of the General Director of Prisons "On the employment of convicts in prisons and detention centers". The Prisoner Employment Commission is composed of the heads of the legal, social, health and security sectors, who follow in the dynamics of the attendance of the employment process by the prisoner.

Si rezultat i falsifikimit të ditëve të punës nga IEVP Fier në kundërshtim me kriteret e saj i dënuari ka përfituar rreth 15.6 ditë ulje dënimi, nga veprime haptazi të kundra ligjshme kur realisht duhej të përfitonte 0 ditë ulje dënimi nga puna.

Vrasja e Edmond Vruhos:

Më 03 mars 2004 Bledar Qemalaj vrau me armë zjarri Edmond Vruhon. Krimi u u krye në rrugën “Qemal Stafa” në Tiranë, katër vite pasi Vruho i kishte vrarë të vëllanë. Në atë kohë Bledar Qemalaj ishte 25 vjeç dhe kishte kohë që e ndiqte gjakësin e tij edhe ky banor i Fierit.

Autori arriti të zbulojë vendndodhjen e hasmit në Tiranë dhe ta vrasë atë më 3 mars 2004, krim per te cilin u denua me 23 vite burg.

Trafiku i heroinës:

On August 25-26, 2004, the citizen Bledar Qemalaj, in cooperation with several other citizens, managed to traffic from Albania to Italy 15 kg of narcotics (Heroin).
The Court of First Instance for Serious Crimes in Tirana with criminal decision no. 68, dated 20.11.2009 has sentenced this citizen to 8 years in prison for the criminal offense "Trafficking in narcotic substances" provided for by articles 283/a/2 of the Criminal Code . He was arrested in the Netherlands on November 3, 2018 for the purpose of extradition.
