In a period like the electoral campaign, when illegal construction is flourishing throughout the Shkodra region, the institutions were strict with a mother with three orphaned children.

The Inspectorate of Territorial Protection in the Municipality of Shkodra has prosecuted and fined Esmeralda Alijahaj , a young mother with three minor children, just because the village decided to build her a modest shelter to protect her from the rain and cold.

After the death of the head of the family and seeing the very difficult economic situation of the family, the community and the Mosque Council voluntarily mobilized to help a family devastated by the disaster.

The residents are asking the municipality to withdraw the fine and criminal proceedings, or, alternatively, to criminally prosecute the entire village, because they carried out the works.
