The Police Supervision Agency has referred the materials to the Shkodra Prosecutor's Office where it accuses the local police officers there of " abuse of duty " in relation to the massacre with 4 victims in Dobraç.

AMP has strong doubts that the officers did not perform their duty by letting the third person who was allegedly in Hamza Lic and Arlind Bushati's car flee from the scene.

It is now expected that the prosecution body will deepen the investigations regarding the group of officers who were at the scene.

The person who appears in the video still remains a mystery, while it is suspected that it was Ibrahim Lici, the brother of Hamza Lici, killed in the assassination.

There are doubts that Ibrahim Lici was allowed by the officers to leave the scene, while for the authorities the 32-year-old is one of the most wanted persons for the murder of Endri Mustafa.
