Two unauthorized residential floors in a multi-story building, AMP takes two
The building where two floors were built without permission

The Police Supervision Agency has referred to the Tirana Prosecutor's Office the procedural materials against two State Police employees, suspected of the criminal offense of "Abuse of Office".

Two police officers are involved in this criminal proceeding: KM, with the duty of Assistant Specialist for Criminal Investigation at Police Station No. 4, and SK, with the duty of Specialist for Criminal Investigation at Police Station No. 4.

The investigations began after a publication in the electronic media, where it was reported that in a multi-storey building under construction on "Llukë Kacaj" street, Administrative Unit no. 4, it was suspected that two residential floors had been built on the permit approved by the Municipality of Tirana.

According to AMP, verifications carried out by State Police structures have revealed that the facility was built in excess of the building permit, above the legal threshold of 10% provided for the measure of confiscation for public interest, referred to Normative Act No. 8, dated 01.10.2025.

Subsequently, the Tirana Region AMP administered the written documentation and received statements from the relevant police structures, while at the conclusion of the preliminary investigative actions, it decided to refer the case to the prosecution body.

Investigations continue to fully document the circumstances of the case.
