The director of AKSH, Mirlinda Karçanaj, appeared this Tuesday at SPAK premises .
Media sources inform that the director of ANSH is being interrogated by SPAK regarding the investigations being carried out for the former head of ARRSH, Evis Berberi.
Last Saturday (March 16, 2023), the GJKKO set the measure of "prison arrest" for the former head of ARRSH, Evis Berberi and two businessmen, Ervisa Lami and Valter Begaj.
The former head of ARRSH is accused by SPAK of corruption and money laundering under the suspicion that he fictitiously transferred a company to avoid a conflict of interest before being appointed as an advisor to the Ministry of Infrastructure and Energy.
A large amount of money, valuables, among them expensive paintings, were seized from him. SPAK issued two arrest warrants for two businessmen, Ervis Lami and Valter Begaj. All three, like the official of the Albanian Road Authority, Berberi, but also the two businessmen have owned the DAAM company at least once each. This company deals with Study, design, supervision and approval of construction objects, evaluations, feasibility studies, etc.
Vizion Plus has secured the notarized contract of transfer of ownership that the director of ARRSH, Evis Berberi, has signed towards a citizen, making her the owner of 100% of the shares of this company. The contract is dated January 31, 2019 and the sale was carried out in the amount of 500 thousand euros.
Even in another handwritten document, dated October 17, 2018, Berber's name appears as the sole partner, who decides to change the name of the company.
Then on December 23, 2021, the sole owner of DAAM transferred ownership of the company to entrepreneur Valter Begej, selling it for 2 million euros.
The latter, in turn, on February 21, 2020, sold the company to Ervis Lam for about 200 million ALL. The DAAM company was founded in 2017 with an initial capital of 100 thousand euros.
Berberi, who was in charge of ARRSH since 2021, is said to have resigned a few days before the arrest, but there is no official announcement. He is accused of money laundering and corruption.
In recent weeks, SPAK launched an investigation against Berber, on the issue of the sale of a company in 2018, and is suspected of a fictitious transfer in order to avoid a conflict of interest, since he was to be appointed as an advisor to the Ministry of Infrastructure and Energy.
Ervis Lame turns out to be the administrator of DAAM, a works supervision company, which is currently 100% owned by Valter Begajt. It was previously owned by Evis Berberi and SPAK says that we are dealing with a fictitious sale of the company.
