The General Secretary of the Ministry of Finance, Arlind Gjokutaj, the Director of Support Services and Legal Affairs in this ministry, Fatmir Hoxha, as well as the bailiff, Alban Ruli, have fallen into the hands of the police by decision of the prosecutor's office. These citizens have violated the law by accepting the reward of the citizen Ilir Thana, in the amount of about 82,000,000 Lek, of which 50,000,000 Lek transferred to the account of this citizen, treating him as the owner without being in this status.
They are accused by the prosecution of implementing a court decision previously executed by the Ministry of Finance in 2015, causing the state budget a damage of about 1.2 million Euros.
The investigation into this case started after the denunciation of a bank where Ilir Thana was a creditor in the amount of 20 thousand euros.
Invited to the "Opinion" show, journalist Artan Hoxha says that Ilir Thana, even though he had benefited from quite large sums, did not want to repay the loan he had in the bank.
This is where the story started that led to the disclosure of this corruption case that caused damage to the state budget of 1.2 million Euros.
Artan Hoxha: The first sum of 480 million Lek was given to X Bank. Thana could not go to the bank where the bailiff's account was because he was a creditor in the bank and he had 20 thousand Euros to pay to the bank and he had not paid it, so he said "I only want 300 thousand Euros" to close his troubles and it turned out okay. Although he was receiving 1 billion and 450 million Lek, he did not want to pay the 20 thousand Euros that he had a loan from the bank.
He goes to the bank and takes his sister and the sister goes to the counter and withdraws 260 million. This one was outside the bank because it is the confiscated cameras that the prosecutor has. We cannot take away the merit of this story from the prosecutor.
The prosecutor has set this whole story in motion. How did he set it in motion? The sister of the person in question goes, she was waiting for him outside, withdraws the first 260 million that came out of the bank and the bank sees that there was another 220 million Lek in the bailiff's account, while the person Ilir Thana had not paid the bank 20 thousand Euros and asks the bailiff and says "you cannot transfer the money from your account to the account of your relatives without paying me". To the executor, he sent e-mails to the bank and said "don't block my account". Then the bank, worried about its 20,000 Euros, turned to the prosecutor.
Blendi Fevziu: So for 20,000 Euros, 1,200,000 have gone?
Artan Hoxha : For 20,000 Euros, they would have received the Lek, and the prosecutor starts the investigation on the bank report. Starting the investigation on the report of the bank, he looks at the amount of money that has been seized and says "where does this money come from" and from the investigation that they did about where the money comes from, all this corrupt practice that has been done emerges.
Blendi Fevziu: And what is the Secretary General's fault in this?
Artan Hoxha: Because it could not be done without the signature of the Secretary General.
Blendi Fevziu : Yes, was he aware?
Artan Hoxha: Now the prosecutor has investigated this matter. That official testified at the prosecution and said that she informed him because otherwise she would have been arrested.
