The Special Court of First Instance for Corruption and Organized Crime announced the verdict this Tuesday in the criminal case against Pandeli Bozha, father of former PSD candidate for deputy in Fier Limonera Bozha, and Vladimir Lushkaj.

According to the official media release, the Special Prosecution Office had requested the trial of the criminal case against Pandeli Bozha, “accused of committing the criminal offense of 'Active corruption in elections', provided for by Article 328 of the Criminal Code” and Vladimir Lushkaj, “accused of committing the criminal offense of 'Passive corruption in elections', provided for by Article 328/bi of the Criminal Code”.

The trial was conducted using the summary trial procedure. The trial panel, composed of judges Etleva Deda, Irena Gjoka and Bib Ndreca, with decision no. 1, dated 13.01.2026, found Pandeli Bozha guilty of active corruption in the elections, initially sentencing him to 1 year and 6 months in prison.

Pursuant to Article 406 of the Criminal Code, the court reduced his sentence by 1/3, ultimately sentencing him to 1 year in prison. Also, pursuant to Article 59 of the Criminal Code, the execution of the prison sentence was suspended and Bozha was placed on probation for a period of 24 months, on condition that during this time he does not commit another criminal offense.

Meanwhile, the court also found Vladimir Lushkaj guilty of the criminal offense of "Passive Corruption in Elections", but "based on Article 52/b of the Criminal Code", decided to exempt him from punishment.

Regarding the material evidence, the GJKKO decided that a 2,000 lek banknote, considered a reward for the criminal offense, "should be transferred to the state", while a sheet similar to the ballot papers, where the name of a candidate for deputy was marked, should remain part of the court file.

The court also decided that procedural costs in the amount of 6,361.52 lekë be charged to the defendants jointly and severally.
