The problem with salaries in the justice system has brought the first boycott by the judicial administration. Employees and secretaries of the Civil Chamber of the Court of Tirana have blocked services, awaiting August salaries and an explanation for the situation.
As reported by Top Channel journalist Anila Hoxha, the administration has notified the court president, while employees have been informed that a position is expected after the meeting of court presidents, which will take place today at 3:00 PM at the High Court.
Meanwhile, a meeting will also be held in the prosecution system regarding the salary situation. The Prosecutor General, Olsian Çela, has summoned the heads of district prosecution offices, the Prosecutors' Association and members of the High Prosecutorial Council. The meeting will be held without the presence of the media.
The situation arose after the Assembly failed to approve the new salary formula for magistrates by July 31, following the request of the Constitutional Court.
In the absence of a legal solution, the Supreme Court and the Supreme Administrative Court set a new reference salary of 222,425 lek, up from 156,800 lek, plus an additional 14,000 lek for the level of qualification.
The Ministry of Finance did not execute the payroll with the new increase, arguing that determining the formula is the competence of the Assembly.
As a result, August salaries have not been paid for judges, prosecutors and part of the administration of courts and prosecutors' offices.
Prime Minister Edi Rama has declared that the "door of the State Treasury" cannot be opened by force, while Justice Minister Toni Gogu has warned that the impasse is expected to be resolved in the Assembly with the start of the new parliamentary session.
