Arrests in Cadastre, SPAK: How the sports ANALYST and the mayor of Sauk

The Special Prosecutor's Office has reacted to the arrests in the Cadastre.

SPAK announces that Dritan Stroka , general director of ASHK, has been arrested .

On the other hand, a security measure of house arrest was given to Alqi Hajdini, while an obligation to appear was imposed on Ylli Barut.

The arrests were made after investigations into illegal influence on voters in the framework of the May 14 electoral campaign for the local elections.

SPAK notice: 

The Special Prosecutor's Office against Corruption and Organized Crime in Tirana registered on 24.03.2020, criminal proceedings no. 100, of 2020, for the criminal offenses "Passive corruption of persons exercising public functions", "Active corruption of persons exercising public functions" and "Exercising illegal influence on persons exercising public functions", provided for by articles 259, 244 and 245, first paragraph of the Criminal Code.

After carrying out investigative actions with decision no. 42, dated 25.04.2024, of the Special Court of First Instance for Corruption and Organized Crime, among other things, the court has decided:

The appointment of the coercive personal security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure, for the person under DS investigation, as a suspect for the commission of criminal offenses "Exercising illegal influence on persons exercising functions public", committed in collaboration, and "Active corruption in elections", committed in collaboration, provided by articles 245/1, paragraph 2 and 25, 328 and 25, of the Criminal Code.

The assignment of the coercive personal security measure "Prison arrest", provided by Article 238 of the Code of Criminal Procedure, for the person under investigation AO, as a suspect for committing criminal offenses "Exercising illegal influence on persons who exercise public functions", committed in collaboration, and "Active corruption in elections", committed in collaboration, provided by articles 245/1, paragraph 2 and 25, 328, and 25, of the Criminal Code.

Caktimin e masës së sigurimit personal me karakter shtrëngues “Arrest në shtëpi”, parashikuar nga neni 237 i Kodit të Procedurës Penale, për personin nën hetim A. H., si i dyshuar për kryerjen e veprave penale veprave penale “Ushtrimi i ndikimit të paligjshëm ndaj personave që ushtrojnë funksione publike”, kryer në bashkëpunim, të parashikuar nga nenet 245/1, paragrafi 2 dhe 25, të Kodit Penal.

Caktimin e masës së sigurimit personal atë të “Detyrimit për t’u paraqitur në policinë gjyqësore” të parashikuar nga neni 234 i Kodit të Procedurës Penale, për personin nën hetim Y. B., si i dyshuar për kryerjen e veprave penale veprave penale të “Ushtrimi i ndikimit të paligjshëm ndaj personave që ushtrojnë funksione publike”, kryer në bashkëpunim, të parashikuar nga nenet 245/1, paragrafi 2 dhe 25, të Kodi Penal.

Drejtoria e Përgjithshme e Policisë së Shtetit, ka ekzekutuar në datën 26.04.2024, masat e sigurimit të caktuara nga Gjykata e Posaçme të Shkallës së Parë për Korrupsion dhe Krimin e Organizuar, me vendimin nr.42, datë 25.04.2024.

Për personat nën hetim D. S., zyrtar i Drejtorisë së Përgjithshme të ASHK-së dhe A. O., kryeplak i Lagjes së Re, Sauk, Tiranë, ka dyshime të bazuara në prova, se kanë kryer veprat penale  “Ushtrimi i ndikimit të paligjshëm ndaj personave që ushtrojnë funksione publike”, kryer në bashkëpunim, të parashikuar nga nenet 245/1, paragrafi 2 dhe 25 të Kodit Penal (përpara ndryshimit me ligjin nr. 43/2021, datë 23.3.2021), dhe “Korrupsioni aktiv në zgjedhje”, kryer në bashkëpunim, të parashikuar nga nenet 328 dhe 25 të Kodit Penal, pasi këta dy shtetas në bashkëpunim me njëri-tjetrin, kanë kryer veprime aktive gjatë fushatës elektorale të zgjedhjeve vendore të vitit 2019, duke kërkuar nga persona të ndryshëm përgatitjen e listave të personave që do të merrnin pjesë në zgjedhje, duke i detyruar për të votuar ose përcaktuar mënyrën e votimit, kundrejt përfitimeve të parregullta, për qëndrim në punë ose dhe nxjerrjen e lejeve të legalizimit për ndërtimet informale të votuesve në zonën e Saukut, Tiranë.

Gjithashtu me veprimet e tyre, në bashkëpunim me njëri tjetrin, nëpërmjet kërkimit, marrjes dhe pranimit drejtpërdrejt të përfitimeve të parregullta, kanë ndikuar në pajisjen me leje legalizimi të ndërtimeve pa leje të shtetasve që kanë rezultuar nga përgjimet e bisedave telefonike, administruar në fashikullin e procedimit penal.

Investigation actions continue, within the framework of criminal proceedings no. 100, of 2020, for the complete documentation of the illegal actions of the persons under investigation, mentioned above, and other persons, who may have been involved in this illegal activity.
