National Inspectorate of Territory Protection and Commissariat no. 1 of the police have charged the businessman Pëllumb Salillari with the Prosecutor's Office of Tirana for building without a permit.

MCN has learned that although it has not been made public, the criminal complaint against the powerful businessman has reached the desk of the temporary head of the capital's prosecution, Arenc Cela.

Pëllumb Salillari thus becomes the first businessman to be criminally charged after the government's action against illegal constructions. Meanwhile, it remains to be seen whether the same meter will be used for other construction businessmen who have built without permission in Tirana, but also in other areas of the country.

A few days ago, the government passed a decision that sought to amnesty the illegal constructions of powerful builders against confiscation or by offering them the right to purchase at the market price. But the decision bypasses the Criminal Code, which classifies illegal construction as a criminal offense punishable by up to 8 years in prison.

Despite the government's attempt at amnesty, the officials responsible for the protection of the territory have apparently been reluctant to take on the risk of not filing a criminal report, as this burdens them with the responsibility of not reporting the crime.

Preliminary data show that many of the most powerful construction businessmen in the country have fallen into the network of illegal constructions.

Until now, the government has publicly exposed two of them, Pëllumb Salillari and Juljan Morin. Meanwhile, there are dozens of others who have built without a permit or violated the permits with illegal additions. It now remains to be seen whether the prosecution will launch a massive wave of arrests against those who have violated the law by building without a permit, or whether the cases will be kept in abeyance.
