Today's Plug show will be "Publicist"! We will travel to Tepelena, where we get indications that the 5D or 5B scheme has been implemented to perfection by Mayor Tërmet Peçi. We are talking about over 18 million euros that were taken from public funds through a company registered in the name of the wife of the director of Tërmet Peçi. The amount goes to 66 million euros if we also count the tenders that this company has benefited from in cooperation with other operators. But not only that, Tërmet Peçi's tentacles have also been extended to agricultural funds, where millions of euros instead of going to farmers, have gone to the accounts of Tërmet Peçi and people close to him!

If you thought that schemes such as 5D or 5B are only Tirana projects by Erion Veliaj or Belinda Balluku, you are wrong. Another "Advertising" scheme of abuse, with tenders and public funds, has been set up in the Tepelena Municipality, run since 2011 by Mayor Tërmet Peçi.

But how does this scheme work and who is behind it? The Plug show investigated how a company founded by the wife of a senior official of the Tepelena Municipality manages to benefit from around 1.782 billion lek or around 18 million euros from the state budget in the 2019-2025 timeframe, causing a "publicity earthquake in public finances", which now seem to be used for the earthquake promised by Mayor Peçi in the 2025 elections.

In 2015, after winning the local elections, the mayor of Tepelena, Tërmet Peçi, hired Lorenc Bami in the Directorate of Planning and Control of Territorial Development. Lorenc Bami became the signatory of many construction permits, funds and properties issued by the Tepelena Municipality. But, a year after taking this position, his wife, Aleksandra Bami, in collaboration with citizen Hekuran Hoxha, created the company NG STRUCTURES shpk. In November 2017, Hekuran Hoxha sold 50% of the company's shares to his son, Fatjon Hoxha, for a ridiculous amount of only 500 euros.

By the end of 2017, the company invoices 11 million lek and declares a profit of 600,000 lek. A year later, its invoices increase 8 times, directly related to the tenders won by the Municipality of Poliçan and the Municipality of Gjirokastër. This galloping growth of the finances of the newly created company is directly related to the absorption of public funds, as in 2018, the investigation results in NG STRUCTURES opening 3 secondary addresses, which are related to projects financed by public funds:

1. Reconstruction of the 9-year school "Refat Keli" in Poliçan

2. Reconstruction of the “Asim Zeneli” school and external arrangement in Gjirokastra

3. Engineering measures for the landslide on Shtufi Hill, Gjirokastër

In May 2019, Aleksandra Bami sells the shares to citizen Fatjon Hoxha. According to the contract, Aleksandra Bami will benefit from the 5.8 million lek profit of 2018 and 19.1 million lek as profit for the period January-April 2019. In total, from the sale of the shares, Aleksandra Bami will benefit from the gross amount of 24.9 million lek, or in other words, about 240,000 euros.

But the scheme continues, 23 days after the purchase, Fatjon Hoxha sells the shares again to his father, Hekuran Hoxha, for only 1,000 euros.

Article 4 of the contract also provides details about the company's obligations towards Aleksandra Bami.

Article 4

General provisions

4.1 The Buyer is fully aware of the company's obligations to third parties according to the Financial Statements of 2017, 2018 and the interim period 01 January 2019 - 30 April 2019 (reflected in the Balance Sheet). Also of the dividend value of 11'689'100 (eleven million six hundred eighty nine thousand one hundred) lek which must be liquidated within 30.07.2019 referring to the decision of the General Assembly no. 11 dated 01 May 2019…

So this contract also specifies the obligations they have towards their partner Aleksandra Bami.

In 2019, the company invoiced 119 million lek and made 10 million lek profit. In December 2020, Hekuran Hoxha distributed 27 million lek dividend from the company's profit for 2020. This financial action is not common and its reason is revealed only 2 months later.

On March 22, 2021, Aleksandra Bami, Hekuran Hoxha, and Fatjon Hoxha sign another Notarial Declaration, where Aleksandra Bami declares that she no longer has any financial claims against Fatjon and Hekuran Hoxha.

Aleksandra Bami: I, the undersigned Aleksandra Bami, under my personal responsibility, recognizing the consequences provided by the law for false declaration, referring to the decision of the General Assembly of the company NG STRUCTURES no. 11 dated 01.05.2019 and the Notarial Declaration no. 2953 Rep. No. 507 Kol, dated 09.05.2019… declare that for the period after 30.07.2019 I have no financial claim against Mr. Fatjon and Hekuran Hoxha.

Attached to this Notarial Declaration is the Declaration dated 09.05.2019 as well as the Assembly Decision dated 01.05.2019 from which we obtain important data for our investigation. According to the Assembly Decision No. 11 dated 01.05.2019, Aleksandra Bami would benefit from the sale of shares:

DECISION OF THE ASSEMBLY

5. "To approve the transfer of the quota of partner Aleksandra Bami ... to partner Fatjon Hoxha in exchange for the withdrawal of accumulated profit in the amount of 5.8 million lek from the profits of 2018 and the amount of 19.1 million lek from the profit of the period January-April 2019"

6. "The full liquidation of the dividend of 23,004,900 lek should be liquidated by the company NG STRUCTURES to the personal account of Aleksandra Bami"

11. “Në rast të mos likuidimit të shumës neto 23.004.900 lekë Brenda afatit 30 korrik 2019 Aleksandra Bami rimerr pozicionin e saj si administrator dhe kuotën e saj që përfaqëson 50% të kapitalit…”

Por të dhëna më të rëndësishme dhe më inkriminuese për Lorenc Bamin dhe Bashkinë e Tërmet Peçit përfitohen nga Deklarata noteriale e datës 09.05.2019, ku në skenë delë një tjetër kompani që përfiton fonde nga Bashkia dhe që shërben për transferimin e lekëve, kompani e cila rezulton e regjistruar në prestanome, pasi paratë përfundojnë në xhepin e Bamit.  Në këtë dokument noterial Fatjon Hoxha deklaron:

FATJON HOXHA: Deklaroj se ditën e nesërme të punës pas likuidimit nga ana e shoqërisë IUMENTIS …përfaqësuar nga administrator Gjolek Shehu, fatura me vlerë 13.786.625 lekë në llogarinë e shoqërisë NG STRUCTURES do të transferohet në llogaritë bankare personale të Aleksandra Bamit

Sa thamë më sipër qartësohet se Bami nga kjo kompani do të përfitonte të gjithë të ardhurat që kjo shoqëri ka krijuar në dy vite por mbi të gjitha qartësohet se kush është një nga klientët privat të kësaj shoqërie përveç Bashkive Poliçan e Gjirokastër. IMUMENTIS shpk është klienti i NG STRUCTURES që inkriminon Drejtorin Bami por dhe Bashkinë Tepelenë, shkelje për të cilat do flasim në vijim të emisionit.

Rikthehemi te kompania NG STRUCTURES e cila u themelua nga gruaja e Drejtorit të Bashkisë Tepelenë dhe një shtetas nga Berati për të cilin nuk gjenden të dhëna për CV e tij apo të babait pronarë të kompanisë. E themi këtë pasi kjo kompani direkt pas themelimit si shumë kompani të tjera të krijuara nga prestanome të zyrtarëve, biznes kryesor kanë tenderat dhe lejet e ndërtimit. NG STRUCTURES sipas të dhënave të opendata.al ka përfituar pagesa nga Buxheti i Shtetit për vitet 2019-2025 në vlerën 1.782 miliard ose rreth 18 milion euro.

Por shifra është disa herë më e madhe nëse do të mblidhnim të gjithë tenderat ku kjo kompani ka qenë pjesë e bashkimeve të operatorëve fitues të tenderit. Në total, janë përfituar 66 milionë euro tendera nga grupime operatorësh ku pjesë ka qenë kompania e bashkëshortes së drejtorit të Tërmet Peçit.  Nëse do ti hedhim një sy rezulton se janë një seri tenderash me vlera të larta dhe flamuj të kuq çka ngre dyshime mbi mënyrën se si fondet publike janë dhënë në prokurime ku fituese ka qenë kompania NG STRUCTURES.

At the top of the list is the municipality of Tërmet Peçi, which signs tenders for the company of the Director’s wife, who is also a signatory in the tender procedures. Tërmet has provided funds to the Director’s wife mainly for projects such as the construction of parking lots, the supply of water meters and the reconstruction of schools, with a total value of hundreds of millions of lek. The tenders in Tepelena are not the only ones that raise suspicions, as similar contracts have also been awarded in the municipalities of Lezha, Kavaja, Poliçan, Gjirokastër and Kamëz, for projects ranging from the reconstruction of schools and water supply systems, to the rehabilitation of infrastructure and the construction of roads.

The list of projects includes high-value contracts, such as the reconstruction of 14 educational facilities in the Municipality of Tirana, for 302 million lekë, the construction of the water supply in the villages of Pllanë in Lezha, for 249 million lekë, or the construction of the by-pass in the historical center of Gjirokastra, with a value of 577 million lekë, the construction of the Berat-Ballaban road worth 1.9 billion lekë. Many of these tenders carry the “red flag” mark, indicating problems in the public procurement process, such as a lack of competition or questionable criteria that favor a certain company.

But let's stick to the more serious facts that constitute a criminal offense, for which SPAK must have a solution.

According to the publications on the social network Facebook of this company in February 2019, there are several projects that bear the signature of Tërmet Peçi for the company of its director Lorenc Bami. Tërmet who knows everything did not know that he was paying his director and in February 2019 he gave his director the funds for the Reconceptualization of the Batalioni Baba Abaz residential block. A few days later, in February 2019, "Salari Dukaj Street" is advertised, the project is financed by the ADF, and the project is being done by the wife of the Director of the Tepelen Municipality for Territorial Development. Another project that the company is advertising on social networks is the Continuation of the shop along the Loti II Castle, the Tepelen Playground or the "URLA Agrotourism" Project, a project made by a Woman and approved a building permit by a Man in 2018 according to KLSH data. IUMENTIS, is another project made by a Woman and the building permit was approved by a Man, also according to KLSH data. 

Moreover, in one of the posts of this company for the tender won in the Municipality of Gjirokastra, the Mayor of Gjirokastra and Lorenc Bami, the Earthquake Director, who legally did not hold any position in NG STRUCTURES, appear in the implementation of the works, but with this presence confirms the suspicion raised at the beginning of the story, as to who the real owners of this company are./ Syri.net
