Lawyer Gentian Seriani has spoken about fictitious marriages, which have been found as "salvation" by Albanian men with criminal records.

The lawyer said that women from respectable strata agree to give their surnames to these persons in exchange for payments from 50 to 100 thousand new lek.

He pointed out that the consequences for these women are great, where there are often cases where the father of their child is legally recognized as the person who left for an EU country after the fictitious marriage. Seriani suggested filters, such as checks in the TIMS system in cases where men ask to take the surname of the women they marry.

"The problem is growing for two reasons: First, the number of people who violate the 3-month deadline in EU countries and get expelled is increasing. Second, the great desire to return to EU countries. The only way is to find these artifices. They have found fictitious marriages as a solution, which turns into a major problem for women. There should be a change in policies to stop these marriages and the problems they bring to these vulnerable women in the future. In some cases, they met through payment. It is an acquaintance that is created through a third person. What is not well thought of by these women is the consequence that may arise after this marriage. They go up to 50 thousand new lek or 100 thousand new lek. No it's not even cash payment, but repayment of debts to the neighborhood supermarket. Some of them are female heads of households,or abused women.

There are cases when he married a person and does not live with him, but with another, and has a child known to him. The law recognizes as a father the person found in EU countries. In order for the recognition of the biological father to take place, a DNA test must be done, which has a much greater value than she has benefited from. We must have changes to the VKM and the law. In tradition, we do not have the wife take the husband's last name.

One of the filters that can be is to have a check in the TIMS system, or even for expulsions. A good filter would be that before the marriages took place, there would be a check by the civil status, the State Police, to prevent such situations. If there is a good analysis, we would understand the number of new marriages where the husband took the wife's last name. Another institution where we can get data are the courts. The trend of arranged marriages is increasing, but these marriages are also a number." - he told MCN.
