The joint meeting between Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic in Brussels, in the presence of European mediators, EU High Representative Josep Borrell and special envoy Miroslav Lajçak, ended without an agreement.

We recall that earlier the two EU representatives met separately, first the Prime Minister of Kosovo and then the head of state of Serbia.

At the end of the meeting, in a statement to the media, Borrel said that the parties had strongly agreed that it is no longer necessary to have discussions about the Franco-German plan. "We will publish the proposal on our website," said the European official.

Immediately after the meeting, Serbian President Vucic also spoke.

"A difficult meeting and I believe that there will be other meetings in the coming periods. As far as I understand, on March 18 we will have to meet in the territory of North Macedonia. At that time, (European Union foreign policy chief Josep) Borrell will visit the region," said Vucic.

This was the next meeting between Kurti and Vucic and they had the Franco-German proposal on the table. The US envoy for the Western Balkans, Gabriel Escobar, was also in Brussels.

Although the proposal has not been made public, several different versions have appeared in the media, but what has been accepted by the mediators as well as the representatives of the two states is that there is no special point in it when it is mentioned that the states are obliged to recognize each other. Also, another point is the implementation of past agreements, therefore also the establishment of the Association of Municipalities with a Serbian Majority.

Kosovo and Serbia started negotiations mediated by the European Union in 2011. During this time, 33 agreements were signed, but not all of them were implemented. Right now the two countries have different goals for the final agreement. Kosovo insists on mutual recognition, Serbia seeks a compromise solution.
