In response to your letter no. 2948 prot. dated 11.10.2024 by which you request an opinion on the possibility of extending the electronic voting project in the elections for the Assembly of Albania in 2025, we inform you that:
The process of electronic voting and counting was proposed by the Democratic Party and today's opposition in 2012, where despite the political consensus in the Electoral Reform Commission and the subsequent legal provision, to pilot this project in the 2013 elections, this effort was prevented by the opposition of that time, the Socialist Party of Albania, today the governing majority.
The Platform of the Opposition for the Liberation of Elections, of 2016, again prioritized the process of electronic voting and counting, considering it as one of the main pillars of the platform and as a quality step towards the goal of organizing elections with international standards.
This vision and persistence of the Democratic Party led to the partial implementation of this project in the 2021 Assembly elections in administrative unit no. 10, Tirana Municipality and in Elbasan and Kamëz municipalities in the elections of May 14, 2023.
Despite this, the partial implementation of this project, along with some advantages and partial success, also brought a series of problems which not only severely damaged the process, but also seriously undermined the trust of the public and the political forces in it.
Video footage of the system operators, who, despite taking care of the technical functioning of the electronic voting machines, violated the law in order to superimpose the party's interest, by voting themselves in the name and on behalf of the voters who were not there, while this constitutes a violation of the Electoral Code and criminal offense, testify to actions that were consummated in the presence of the commissions of the voting centers and still today remain uninvestigated both by you and by the justice bodies that should watch over the electoral process.
The lack of implementation of the guarantees that the law gives voters to verify the vote and cancel it, the lack of mechanisms that guarantee in-depth verification and transparency, also undermined the confidence of voters, electoral subjects and the public in a process that requires trust.
According to the above, in the conditions when
1- full transparency has not yet been made regarding the problems that have characterized this process in the two previous elections, in the absence of efficient mechanisms for addressing the identified problems,
2-as well as under the pressure of insufficient time for an efficient implementation of this technology in the upcoming elections,
3- we express our disagreement regarding your proposal for the implementation of electronic voting in the elections for the Assembly of 2025.
