The Council of Ministers has today approved the decision that determines the responsible institutions and the procedures that families must follow to benefit from a 0% interest housing loan, subsidized by the state budget, through the National Housing Authority (NBB).
The subsidized interest loan is offered to certain categories of households, specifically:
Families living for rent on former private property
Families of State Police employees who fell in office
Children in the care of the state (orphans)
The application is carried out online by the head of the family or legal guardian, through the government portal e-Albania, in the system of the National Housing Authority. The required documentation includes:
Negative certificate from the Real Estate Registration Office proving that the family does not have property in the entire territory of Albania
Or proof of a property that is below the minimum residential norms
For the families of fallen police officers, the documentation is forwarded by the Ministry of the Interior at the request of the ECB.
Selection procedure
The requests are reviewed by an ad hoc committee at the ECB, set up within 5 days of the submission of applications.
The commission has 10 days to review each case.
In case of refusal, the applicant has the right to an administrative appeal within 5 days of notification.
Families that are approved for benefit are placed on the waiting list without a time limit, pending funds and implementation of procedures by financial institutions included in agreement with the responsible ministry.
What does the list of beneficiaries include?
The beneficiary list contains data on:
The composition of the family according to the family certificate
Social and housing situation
The structure of the apartment that benefits
When is the subsidy discontinued?
The interest subsidy is terminated in cases where:
The citizen does not vacate the owner's apartment according to the deadline
Forgery of documents or false declarations is found
Serious deficiencies in the documentation of the file are discovered
In cases where the head of the family (in cases of renting on former private property) has passed away, the procedure continues on the basis of the family certificate dated 1 December 1992, submitted by the ECB.
