The government has released for public consultation a 7-year strategy that aims to align the country's food safety and consumer protection laws with the EU by 2030.

In this aspect, the strategy defines three major objectives, the approval of 140 legal and sub-legal acts, the increase of human resources to strengthen institutional capacities, the creation of an effective monitoring system. AKU is the most important institution in terms of food safety. One of the main problems presented to the institution is the non-generation of inspection statistics, digitization and lack of infrastructure in the regional directorates, for sampling, guaranteeing and sending them to the respective laboratories. Experts also require attention to some other factors in the design of the strategy.

"The whole food security system is not taken, which should be analyzed what has been achieved to date and give specific objectives. Much is learned in the strategy, the legal part, but what I want to emphasize is that we must have a clear objective of the structures where we will go in 2030. Mainly, it should be clearly defined as an objective in this type of reform, what model will we produce by 2030? We have chosen the multi-agency model, but the question that food safety specialists should raise is whether this is the best multi-authority model or is it better the model with the umbrella of a central authority where all food safety inspectorates operate.

We often find overlaps of competences in inspectorates, which with the effects of implementing food safety, they undermine the implementation of the law. Disease tracking systems should be a clear target. There is talk about animal registration. We already have an animal registration system mainly for cattle and livestock. Shall we go to other species to identify them? Are we going to join the electronic system in which Europe is also a part", says the food safety expert, Kapllan Sulaj.

The government should carry out a voluminous work in standardization, accreditation, quality infrastructure, metrology and market surveillance. As for funding, budget funds will be used for short-term objectives, while foreign donations will be required for longer-term ones. But the absorption of funds from donors still requires the training of human resources.
