The European Parliament today approved the report on Albania's progress towards the EU, with 502 votes out of 689 present.
The report was drafted by Austrian MEP Andreas Schieder.
In the 18-page material, special attention is paid to justice institutions, mainly highlighting the problems created after the vetting, especially related to appointments to the two bodies, the High Prosecutorial Council and the High Judicial Council.
“The High Judicial Council lacks the internal rules necessary to exercise its functions effectively, while those of the High Prosecutorial Council require review. Both Councils do not have internal regulations on conflicts of interest of their members, leading to potential cases of conflicts of interest not being addressed, ” the EP report states.
SPAK is the most highly regarded institution, for this reason, the European Parliament demands that its independence not be compromised.
“The Special Anti-Corruption Structure (SPAK) further consolidated its positive results in the fight against high-level corruption and made tangible progress towards establishing a sustainable balance in this fight. SPAK demonstrates sound strategic vision and independence in the fight against high-level corruption, despite increased political pressure and organized crime groups.”
Among other things, the report also speaks about the situation created in the Constitutional Court, for which it notes a legal uncertainty regarding the renewal of this institution, while expressing concern about the non-implementation of some decisions of this court, especially by the Assembly.
Meanwhile, the Xhafaj Commission has also been criticized, for which the report says there are shortcomings regarding its work and impact on deepening justice reform.
MEPs support Albania's aim to conclude membership negotiations by 2027 and commend the progress made so far, but underline the urgent need to intensify reforms.
Key priorities include strengthening the independence of the judiciary, the fight against corruption and organized crime.
