ODIHR report: Abuse of the administration in elections. Electoral reform failed

The pre-election political climate took the most important place in the report of the observers of the OSCE/ODIHR mission, on the eve of the spring elections.

In the first monitoring report, concern is raised about the use of the administration in the elections.

“Most ODIHR collaborators raised concerns about the possible widespread practice of misuse of administrative resources by the ruling party, including pressure on public servants. "Also, many collaborators noticed an increase in the rate of employment in the public sector with short-term contracts covering the election period and raised concerns about the possibility of vote buying," the report states.

In the scanner of ODIHR, the unprecedented clash in the largest opposition party, which in the estimation of the observers has had a negative impact on the progress of the electoral and territorial reform, has also passed.

"An internal conflict within the DP has affected the work of the parliament, including the work of the Ad Hoc parliamentary commissions for territorial and electoral reform, which have not produced any results."

While the political parties have expressed their willingness to increase the transparency of electoral financing and to accept more control, the control mechanisms are not sufficient for ODIHR, to ensure reliability on the purity of political finances.

"Some ODIHR interlocutors described the current mechanism as not providing enough transparency of campaign financing, especially of private funds used for campaigns," it added.

Although a local battle, for the spring elections the mission has decided to send to Albania 24 long-term observers to follow the electoral process throughout the country, as well as 300 short-term observers to observe the procedures of the election day, from voting and vote counting to the result. final./ TCH
