Rama warns of changes to the Assembly's Rules of Procedure: There will be
Edi Rama

Prime Minister Edi Rama has announced changes to the Parliament's rules of procedure.

He emphasized that parliamentary activity should be increased, and more sessions should be held in function of the integration process.

The head of government also emphasized that the hours available to the opposition should be reduced, because they are unbalanced with those of the parliamentary majority.

According to him, these hours cannot be used to take the Parliament hostage.

Rama : This year that is starting and the next will be more busy than ever in the Assembly. The number of laws that need to pass the filter and the decision-making session of the Assembly will be the highest ever due to the negotiation process. On the other hand, we need to pass laws but also to be as qualitative as possible in this process. This increases the need to increase the commitment, work and number of sessions of the Parliament. It is not affordable in this process with this number of sessions and perhaps the inclusion in the calendar of special sessions only for the negotiation process could be considered. Because of their nature and content, they are not sessions that require hours but concentration and number of presence.

Regarding the necessity of increasing parliamentary diplomatic activity, which should be the focus of the Speaker of the Assembly, but also of the deputies involved in the parliamentary groups with parliaments of EU member states, and of those parliaments where the need for more communication, presence and explanations is greater. I believe that it is clear to everyone that this process requires a more qualitative administration or administrative service of the Assembly. We have been talking about the internal reform in the Assembly for several years, some steps have been made, but an administration, which numbers about 350 people, of whom about 300 are civil servants, is quite large in number, while the burden of supporting the committees for the deputies, the Speaker of the Assembly falls on a smaller number than the general one. This requires special attention and, if for reasons related to their legal security, we need to add new forces.

Thirdly, I must reiterate that in the distribution of mandates in the Assembly, the difference is very large. In the distribution of speaking hours in the Assembly, if you look at the hours, it seems as if we are in a 51 to 49 parliament. Which means that the hours made available to opposition MPs are anomalous much more than the hours that parliamentary oppositions receive in EU parliaments. I do not mean that we should reduce the hours for the opposition, but we should look at how to stop the hours taken by force, by abuse, in complete violation of parliamentary ethics, using the procedure to take hostage not the assembly but the public, for one or two hours when the session begins and occupy the parliament hall, placing the majority MPs in the position of those who are spectators of a clay theater. It must end. In no democratic parliament and in the EU, this is not allowed to any political force. Therefore, since the parliamentary rules are not written in stone, based on EU practices, intervention should be made to ensure that the word procedure is not equivalent to the concept of hostage-taking.
