The Council of Ministers decided on Wednesday to change the name of the National Water, Sewerage and Waste Infrastructure Agency (AKUM), removing this agency's powers for waste and incinerator concession contracts.

The decision proposed by the Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku, foresees the return to the old name AKUK [National Water and Sewerage Agency] and the removal of responsibility for territorial planning and waste infrastructure.

The agency is subordinate to the Ministry of Infrastructure and Energy and for 5 years has been in charge of territorial planning and waste infrastructure, becoming the authority responsible for the concessionary contracts of incinerators.

This agency was directed by the former deputy of the SP, Alqi Blako, who was found guilty by the court and sentenced to 2.8 years in prison for the charge of abuse of office in the Fier incinerator case. In the parallel trial for the Elbasan incinerator, Blako was declared innocent.

According to the VKM of 2018, AKUM was the institution responsible for the implementation of the national waste master plan in terms of territorial planning and urban waste infrastructure and had joint powers with local government units in the management of waste infrastructure.

At that time, the competences of the Agency were also expanded in the field of territorial planning and waste infrastructure, transfer centers, investments in incineration plants as well as the rehabilitation of existing urban waste disposal sites.
