The recount begins tomorrow in four districts, which candidates are at risk of
Farie Hoti Sports Palace in Tirana

Starting Tuesday morning, at the “Fahrie Hoti” stadium, almost 43% of the votes cast on May 11 will be recounted. In total, 2,323 polling stations will be opened, including 85 ballot boxes from abroad. The process will take place in the 4 regions of Tirana, Fier, Elbasan and Durrës and will cost around 21 million new lek. The CEC has stated that it will not request additional budget, as it has saved. The budget that will be spent of 21 million new lek will go to the system of registration and online transmission of results, logistical infrastructure and for envelopes and auxiliary materials.

"The decision of the Complaints and Sanctions Commission (KAS) has set in motion the CEC and one of the most important electoral operations after the vote: the recount of ballot boxes. This process is guaranteed by the professionalism of the CEC administration and transparency towards the public by broadcasting every action performed directly online," the CEC writes.

The first to be opened will be 94 ballot boxes (along with boxes of electoral materials) from the municipalities of Peqin and Gramsh. Then all ballots from the Tirana region (1282 boxes) will be counted, and then all boxes from the Fier region (587). Finally, 360 boxes from the Durrës region will be counted, which also includes some boxes of electoral materials and all boxes from the diaspora that have come to the Durrës region.

Can anything change? What are the differences?

In Fier, Adriatik Lapaj's "Albania Becomes" Coalition lost its mandate by about 500 votes. If the recount finds that many votes in favor of the new party, then Azmer Dulević becomes an MP, and the Socialist Party loses one mandate and the one left out is Zegjine Çaushi. The DP does not risk anything from the recount.

For the Opportunity Initiative to win the mandate in the Fier region, it needs to recover 519 votes and take one MP from the Socialist Party. Any other change is impossible. For the SP to lose another mandate, in favor of the DP, the latter needs to get about 6,300 more votes, or the SP needs to have about 19,000 fewer votes. So, completely impossible.

TIRANA

In the Tirana district, the only mandate that can be questioned is the second deputy of the party "Mundësia", which if lost will pass to the DP, and will have 14 deputies. For this to happen, from the recount of votes, 1200 votes must come out in favor of the DP or 117 votes less for Agron Shehaj's party. If these votes are 'found', it is not Erald Kapri who will enter parliament, but Ilir Alimehmeti. For Mundësia to retain its mandate at the expense of the SP, the latter must lose about 4500 votes.

Candidates

The narrowest margin of victory for the Democratic candidates in Tirana is between Jorida Tabaku and Ilir Alimehmeti. The current MP has a 2,400-vote advantage, which is barely breakable.

Among the Socialists, the narrowest margin, and one that risks being overturned, is between Olta Xhaçka and Blerina Gjylamenti. The former minister has a slight advantage of 140 votes. On the other hand, Xhemal Qefalia is 500 votes behind Ornaldo Rakipi, who emerged the winner.

Durres

In Durrës, Aulon Kalaja is waging a battle against former prosecutor Arjan Ndoja. The latter is the winner with a margin of almost 1,000 votes, which can hardly be overturned given that the DP has not requested a full recount of the district, but only a part of it.

Apart from the possibilities listed above, any other changes in relation to mandates and candidates are impossible.

What is the recount process and how long does it take?

The recount process could take 1 month. As for the Elbasan district. The opened ballot boxes in Peqin and Gramsh are not expected to affect the result, but only provide the DP with evidence for what it calls an electoral massacre.

It is planned to set up 24 counting groups with 63 administration employees (48 counters + 15 substitutes). The recount will be carried out at 24 tables, where authorized observers from the 3 complaining entities will be present: the DP-ASHM Coalition, the SP and the Mundësia Party.

· For each counting table there will be a real-time online broadcast of the process.

· The premises of the "Farie Hoti" Sports Palace will be monitored by cameras 24/7, and there will be a real-time broadcast of this monitoring.

Regarding the duration that the recount process will take:

During the first count on May 12:
· For the Tirana district, 208 counting groups were engaged at 104 tables.

· For the Fier region, 92 counting groups have been engaged at 46 tables.

There will be almost 6 times fewer tables for the recount process and as a result it will take about 6 times more time than it took political party counters to tabulate the results/shqiptarja.com
