"12 billion euros have been stolen from Infrastructure alone", Sali

Sali Berisha has accused the Minister of Infrastructure, Belinda Balluku, of being primarily responsible for the theft of public funds for road construction.

The leader of the Democratic Party stated that 12 billion euros have been stolen from Infrastructure alone, while emphasizing that after May 11, an audit will be conducted for every penny invested in road construction.

"Lubi Balluku is primarily responsible for these horrific thefts of public funds in road construction," Berisha declared.

Sali Berisha:  Today I am here to present the basic elements of the DP's program for Albania's infrastructure.

The Democratic Party, promoter of the country's most powerful infrastructural changes, after May 11th takes on the final completion of the construction of the most modern infrastructure that Albania has ever had.

During the years 2005-2013, the DP built and reconstructed more roads, highways, and tunnels than in all of Albania's history combined. But in addition to them, in those years it carried out 220 studies and projects, with which Albania was completely transformed in terms of infrastructure.

The 12 years of Edi Rama's government were years of almost no time for infrastructure construction.

These are the years of the greatest, most extraordinary plunder of funds, of the public budget, designated for the construction of roads and public works. I will dwell on a few examples to illustrate these terrible and unprecedented abuses. The Tirana-Elbasan road was contracted turnkey, with a single tear, with a value of 255 million euros with a two-lane tunnel.

In June 2013, the Ibë-Elbasan segment, including the tunnels, was completely completed. 7 kilometers remained, the Ibë-Farkë route was fully open. These 7 kilometers cost Albanian citizens 215 million euros. They cost 30 million euros per kilometer. They cost 2.2 times more than 1 kilometer in the tunnel, which was built with 14 million euros per kilometer.

Another example of this infrastructure is roads built at 10 times, 12 times the price of previously built roads, while the price index in construction and public works, for materials and all, has increased by only 32 percent.

Never in history have there been such rampant thefts as have been recorded in Albania's infrastructure. There are roads that were procured and do not exist.

There are roads that were procured for 73 million euros, such as the Qukës-Qafë Plloçë road, and today it has gone up to 215 million euros and is nowhere near completion.

Not to mention the Korçë-Kolonjë road, which in the first 18 kilometers was built at 800 thousand euros per kilometer, while in the rest of the section, in the second 17 kilometers, the cost has increased 7 times. Over 5 million euros per kilometer.

Such a theft has not happened, it is unthinkable. Not to mention Eagle Square, its remodeling, 40 million euros from the Municipality of Tirana.

The Great Ring Road, stratospheric prices. 6 times more expensive than the 8 kilometers built in the kilometers built before 2013.

So, in the infrastructure where 12 billion euros were invested, I guarantee you that at least 11 billion were stolen. Please, completed works, with a 65 billion euro budget over 12 years, are only the Llogara tunnel, the 19 kilometers of the Tirana Ring Road remaining from 2013 onwards.

It's just the expansion of the Tirana Ring Road to Sheshi Shqiponja. It's 3-4 kilometers from Elbasan to Librazhd. I can't imagine where the money has disappeared.

Lubi Balluku is primarily responsible for these horrific thefts of public funds in road construction. And no less so is Edi Rama.

Don't forget that the paving stones in the cities cost 2.3 billion euros, but their cost can never be more than 3 million euros, 2 billion euros were stolen by the state crime corporation that is the government. A general audit will be carried out after May 11th, every penny invested in infrastructure will be made and the Albanians will be told what happened, a terrible theft at their expense.
