SPAK investigations? Rama removes mayors Beci and Sako as political leaders!

Prime Minister and Socialist Party leader Edi Rama has decided to make changes to the political leadership of the regions, removing some of the well-known names from this political force.

At the SP Assembly meeting, held this Saturday in Durrës, Benet Beci was removed from his position as political leader in Shkodra  and replaced by Enea Karakaçi, the new Minister of Infrastructure and Energy.

The mayor of Shkodra, Benet Beci, is accused by SPAK for a 700 thousand euro tender, while the file against him and 6 KESH employees has been sent to the GJKKO for trial. Part of this file is also Evis Berber's wife, Adela Ruko.

Likewise, a change has been made in Durrës, where Emirjana Sako , the mayor of the coastal city, has been removed from her position as political leader. 

She was reported to SPAK on January 8, 2026 regarding the flooding situation in Durrës. The criminal report includes the charge of "abuse of office in collaboration".

The report also includes other institutions such as the Ministry of Agriculture and the Directorate of Irrigation and Drainage.

Mismanagement of funds and institutional responsibility for the floods are suspected.

The new leaders and their circles:

Ogerta Manastirliu - head of the Tirana district.

Taulant Balla – political leader of the Tirana district.

Damian Gjiknuri – political leader of the Tirana district.

Belinda Balluku - political leader of the Fier district.

Blendi Klosi - political leader of the Durrës district.

Ervin Demo - political leader of the Berat district.

Arbjan Mazniku – political leader of the Elbasan district.

Enea Karakac - political leader of the Shkodra district.

Bledi Çuçi - political leader of the Vlora district.

Niko Peleshi – political leader of the Korça district.

Ulsi Manja - political leader of the Dibra district.

Ermal Nufi - political leader of the Lezha district.

Mirela Kumbaro - political leader of the Gjirokastra district.

Erjon Malaj - political leader of the Kukës region.

Elisa Spiropali and Eduart Shalsi will be assigned to one of the units in the capital.

The Socialist Party Assembly focused on internal organization and restructuring of political leadership at the local level.
