The conference of parliamentary group leaders was accompanied by debates, after the SP did not accept the DP's request to hold a motion with debate regarding the protest and citizens' demands.
"This Parliament is totally out of touch with reality. If you, as the majority, want to behave like this, we, as the opposition, will not allow it. You cannot behave normally in this hall, when the square in front of it has been filled with citizens for 25 days who are demanding the resignation of the government and the prime minister, and who have concrete demands," Democratic MP Jorida Tabaku is reported to have said.
"The voice of this protest has reached the European Parliament and their concerns have become part of the latest reports of the European Parliament. You have the report and I am quoting it here. It is the European Parliament that has discussed the elections and corruption. It has discussed Belinda Balluku's immunity and condemned the political protection that you guaranteed her. The protesters are talking about the difficult economic situation, a concern that has also been raised by our European partners. They have also talked about laws that treat public property as the spoils of corruption. You have the law on strategic investments, which you have continued to postpone for 10 years. Meanwhile, you do not have any genuine strategic investment, but only so-called investors who are your clients. Therefore, listen to the voice of the protesters and give up attacking them."
"Taulant Balla comes here and tells lies. He is the one who said in the session that we can develop a motion with debate on the European Parliament report on Albania even without it being approved there first. Now that the report has been approved, he says that it cannot be developed. You want to avoid the debate on this report, because it emboldens you. Unlike how you are trying to present it. If it is as you said, a medal for the government, let's discuss it. Why are you hiding from the debate on the European Parliament report? Come on and let's have the debate in the session. Find the paragraph that evaluates you. You have been tiring our ears for two weeks by talking about a historic resolution that, according to you, confirms the great successes of the government. Then why are you hiding?", Gazment Bardhi is reported to have said.
"Or is the truth different? This resolution is inciting you in every sentence, from beginning to end. It talks about corrupt laws. It draws attention to the political defense you gave to Belinda Balluku's corruption. It harshly criticizes you regarding custom laws and clientelistic laws. It raises the alarm for media freedom. You cannot deny this parliamentary debate. It was you yourself, I repeat, who said in the session that the parliamentary debate will take place after the report is approved in the European Parliament. This is a task that we must do. If this Assembly does not simply propagate European integration, then it has a duty to develop this debate."
The leader of the Socialist parliamentary group, Taulant Balla, opposed the requests submitted by the opposition, arguing that they do not meet the criteria provided for in the Rules of Procedure of the Assembly and the Constitution. Balla stated that the request filed is not based on Article 98, while suggesting that the opposition could use Article 101 for a no-confidence motion, while also proposing a new prime minister.
"The request does not meet the criteria of Article 98. You can base the no-confidence motion on Article 101. You also need to propose a new Prime Minister. Do you have this?", he said.
Referring to the opposition protest, Balla accused opposition MPs of distorting the protesters' demands and speaking on their behalf without legitimacy. "Why are you distorting the protesters' demands? You say five demands, but only one matches what has been made public. The overthrow of the government, a technical government, the law on political parties and others are distortions of the protest demands," said Balla.
He added that the opposition cannot be considered representatives of the protesters, questioning the organization of the protest. "We do not recognize you as representatives of the protest. You are not the leader of the protest. We have seen your protests and we know what you can do. Consequently, we do not accept you as representatives of the protest at all," Balla declared.
Finally, he also recalled the procedural restrictions for parliamentary interpellations, emphasizing that during the same parliamentary session, two interpellations cannot be held on the same issue. “You know that Article 89, which regulates interpellations, does not allow the holding of two interpellations on the same issue within a parliamentary session. You can withdraw and reformulate the request,” Balla concluded.
